Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners.
Norwegian Red Cross is expanding its Regional Office in Islamabad to respond to ensure that NorCross’s contributions to regional preparedness and response systems to acute disasters are complementary to other RCRC Movement efforts and aligned with the strategic priorities in Norwegian Red Cross’ international strategy.
We are now seeking a Regional Programme DRM Advisor to be based in Islamabad (tbd).
The position reports to the Asia Regional Representative
Strategic Responsibilities
• Oversee that Norwegian Red Cross funded iniatitives in Asia improve regional disaster preparedness and response operations, and achieve desired results.
• Ensure that disaster risk management programs in Asia are in line with technical standards and best practices.
• Strengthen partnership with selected national societies in Asia to assist in large scale disaster preparedness.
Operational Responsibilities
• Contributes to the effective and efficient implementation of Norwegian Red Cross programmes within the region.
• Ensures that all regional and country office staff have access to and can make use of technical resources throughout the project management cycle.
• Facilitates the planning and application processes, as well as budget follow up, in coordination with the Regional Finance Manager, Country Managers, in line with established work processes.
• Liase with IFRC Asia Regional office for regional disaster preparedness and coordination.
• Work with other technical personnel in Norwegian Red Cross globally to facilitate optimal use of available technical resources across regions in international activities.
• Manages the regional disaster preparedness and response cooperation with the Federation and other Red Cross Red Crescent Movement partners.
• Oversees and coordinates the country portfolio of Bangladesh in conjunction with the other personnel at the Regional Office.
• Assess and analyze Emergency Appeals in Asia with Regional Finance Manager and provides recommendation to the Regional Representative and Head of Programmes on support to emergency operations consistent with Norwegian Red Cross global and regional priorities.
• Extensive travelling required.
• Supports the Regional Representative upon request when required.
Qualifications:
• University Degree
• Proven track record of managing successful disaster risk management programmes in fragile states.
• Thorough understanding of disaster preparedness and response systems at regional and country levels
• Technical excellence in cash based programming, national disaster management systems, contingency planning for hazards able to trigger L2 and L3 disasters an asset.
• Excellent ability to facilitate collaborative work processes
• Fluency in English. Working proficiency in Urdu, Dari, Burmese, Bengali, Pakhtun or Norwegian, will be an asset.
• Very good ability to take initiative and accept responsibility for results
• Very good ability to cooperate and share competency
Other:
• 12 months contract (with possible extension)
