The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.

The ability of National Society partners to respond adequately to actual needs of the affected population is an important strategic choice for NorCross. We support National Society Partners to develop effective governance, finance system and capacities and management which enables them to become strong, self-sustained and accountable humanitarian actors. NorCross will focus on supporting the National Societies in their efforts to develop their financial capacity contributing in increased accountability and improved resource management.

To help us reach the above we want to strengthen our team with a Finance Development Delegate in MENA. The Finance Development Delegate will take responsibilities of assessment, design, coaching and training of National Societies and it will sometimes be required to be based with the National Societies implementing Finance Development initiatives.

We are looking for a person with a strong Finance Development background contributing in areas like financial planning, accounting, investments and/or resource mobilization. In addition to this we would like a person working with Organizational Development in general.

We seek a person who;

  • quickly understands and analyses complex challenges and comes up with sound and rational solutions

  • understand the organizations informal rules and structure and utilizes political processes effectively to get things done

  • co-operates well with others; shares knowledge, experience and information and supports others in the pursuit of team goals

  • demonstrates specialist knowledge and expertise in own area and participates in continuous development

  • makes an impact and promotes plans and ideas successfully

In addition to this NorCross prefers a person who enjoy systematic approach with a bottom-line focus, a person who communicates in a clear, precise and structured way, achieves high quality results and makes visions in to workable strategies.

Education:

Relevant University degree in Finance/Accountancy and preferably Development studies

Experience with:

  • coaching, training, facilitating, managing and/or supporting staff.

  • humanitarian aid organizations, preferably in a developing country

  • Financial Management. Experience in Resource Mobilisation will be an asset

Other skills:

  • fluent written and spoken English, – knowledge of Arabic is an asset

  • fully familiar with software applications- windows, spreadsheets, word processing, accounting packages

Reporting to:

Regional Representative MENA, based in Beirut

Position is based in:

Damascus, Syria

Contract:

12 months’ contract, possible with extension
