The Red Cross is an international humanitarian relief agency, with Red Cross or Red Crescent societies in 190 countries. The basic principle of the organization is the protection of human life and rights in order to work towards worldwide peace.
The Norwegian Red Cross has been working in Honduras since 2009. The focus of intervention has been to mitigate the humanitarian consequences of armed violence, especially in schools, prisons and neighbourhoods where other entities have limited access; as well as to promote risk reduction and disaster preparedness focusing on urban areas.
This ECHO-funded action is a joint effort by the various bodies of the International Red Cross Red Crescent Movement to strengthen Honduras’ National Risk Management System in the municipalities of Yoro and Yorito—in particular the hospital, health centre, fire department, penitentiary centres, and Red Cross—to address emergencies or disasters.
Purpose:
o The position has overall responsibility to manage the implementation of the Resilience Project in line with contractual obligations and strategic priorities.
Duties and responsibilities
o Responsible for the achievement of project objectives and ensure compliance of contractual obligations with the DG ECHO.
o Manage the implementation of 2016-2017 Action Plan activities in collaboration with Honduras Red Cross and other relevant stakeholders. Ensure understanding of roles, responsibilities, co-lateral relationships and accountabilities.
o Maintaining an overview of the financial aspects of the program, recommending and/or taking prompt action when required to ensure that the program stays on track.
o Provide technical assistance and quality control to the project. This comprises overseeing the capacities of project staff and to ensure that monitoring and accounting are in compliance with donor and institutional regulations and requirements.
o Maintain regular contact with the Honduran Red Cross and consortium partners to ensure that all financial and reporting aspects of the programme, such as requests for funding and reporting on the use of these funds, comply with established procedures.
o Monitor and ensure compliance with the agreements with The Permanent Contingency Commission of Honduras (COPECO), other ECHO partners, the public hospital in Yoro, relevant health centres, fire department, penitentiaries and educational authorities.
o When appropriate, liaise with and develop partnerships with national authorities, international agencies and organizations, and establish close contact with the relevant ECHO field representatives in the region to regularly update them on project implementation.
Qualifications:
o Relevant university degree.
o Minimum of three years project management experience
o Solid knowledge of best practices in disaster risk management.
o Proven ability to deliver on ECHO funded interventions.
o Minimum of three years of working in Americas.
o Fluency in English and Spanish.
o Good understanding of National Risk Management Systems in the region is an asset.
o Good understanding of the Red Cross Red Crescent Movement is an asset.
The successful candidate is a results-based and inclusive manager, who is able to resolve problems in a changing environment, and has excellent relationship building skills.
