The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.
The purpose of the Health Delegate position is to use specific technical competencies to ensure that Norwegian Red Cross (NorCross) supported projects through the National Society are designed, implemented and monitored according to established technical standards and best practices.
NorCross engages in a bilateral partnership with Myanmar Red Cross. The Myanmar Health Delegate will be embedded in the International Committee of Red Cross (ICRC) in Maungdaw, Myanmar and is responsible to manage bilateral relations between MRCS, ICRC and NorCross.
Strategic responsibilities:
Ensures that Norwegian Red Cross supported projects in relevant discipline are designed and implemented in line with established technical standards and project management methodologies
Trains and coaches Host National Society teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.
Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.
Operational responsibilities:
Conducts technical assessments and scoping missions as requested and contributes technically to project development.
Carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
Organizes technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
Oversees data collection and provides technical support to quarterly and yearly country reports.
Provides continuous follow up of technical input, support and guidance to the relevant counterparts to implement activities with high quality standard.
Provides trainings and coaches Host National Society project staff on the operationalization of established technical standards and when challenges arise during the implementation, herein:
Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office. Helps colleagues to understand and make use of available technical tools and methodologies.
Promotes harmonization across regions and countries by monitoring use of common standards and tools
Collaboration:
Works closely with the relevant thematic Coordinator / Advisor at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
Support collaboration with other RCM technical personnel to enhance overall humanitarian impact in the country.

Education:
- Higher University Degree related to health
Skills and knowledge:
In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
Proven experience from project management, including needs assessments project design, and reporting.
Knowledge about building technical capacities of partner organizations.
English work proficiency is required; regional languages an asset.
Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset
