The Norwegian Red Cross (NorCross) is a member of the world wide Red Cross/Red Crescent Movement working in the fields of relief and assistance and the development of sister Red Cross/Red Crescent societies. The Norwegian Red Cross has established regional- and country representations to ensure a proximity to key partners such as Red Cross / Red Crescent societies as well as donors and international partners.

The Norwegian Red Cross has been working in Honduras and El Salvador since 2009. The focus of intervention has been to mitigate the humanitarian consequences of armed violence, especially in schools, prisons and neighbourhoods where other entities have limited access; as well as to promote community health, violence prevention, risk reduction and disaster preparedness. The focusing is on urban areas and at institutional level, the strengthening of the organizational development.

This action is a joint effort by the various bodies of the International Red Cross Red Crescent Movement and the Norwegian Refugee Council (NRC) to strengthen El Salvador and Honduras Ministries of Education’s capacity to enroll internally displaced and other vulnerable groups of children in safe school environment.

The position has overall responsibility to manage an ECHO funded project Children of Peace project in Honduras and El Salvador (80%) and a co-responsibility to support the management of other Norwegian Red Cross programmes in El Salvador (20%).

MAIN RESPONSIBILITIES

• Manage the implementation of the Children of Peace project in line with contractual obligations and strategic priorities

• Ensure achievement of project objectives and compliance of contractual obligations with the DG ECHO

• Manage the implementation of 2016-2017 Action Plan activities in collaboration with Norwegian Refugee Council (NRC), Salvador Red Cross, Honduras Red Cross and other relevant stakeholders

• Ensure understanding of roles, responsibilities, co-lateral relationships and accountabilities

• Maintain an overview of the financial aspects of the programme, recommending and/or taking prompt action when required to ensure that the programme stays on track.

• Provide technical assistance and quality control to the Honduran and Salvadoran Red Cross. This comprises overseeing the capacities of project staff and to ensure that monitoring and accounting are in compliance with donor and institutional regulations and requirements

• Maintain regular contact with the Salvadoran, Honduran Red Cross and consortium partners to ensure that all financial and reporting aspects of the programme, such as requests for funding and reporting on the use of these funds, comply with established procedures

• Monitor and ensure compliance with the agreements with the Ministry of Education and Health

• When appropriate, liaise with and develop partnerships with national authorities, international agencies and organizations, and establish close contact with the relevant ECHO field representatives in the region to regularly update them on project implementation.

• When requested by Country Manager for Honduras and El Salvador, assume tasks related to the management of Norwegian Red Cross portfolio in El Salvador (20%)

• Ensure the clear and regular communication with DG ECHO office in the field

QUALIFICATIONS AND PERSONAL SKILLS

• Relevant university degree

• Minimum three years hands-on experience in project management in a relevant field

• Proven ability to deliver on ECHO funded interventions

• Strong experience in planning, monitoring, evaluation and reporting

• Solid knowledge of best practices in education in emergencies

• Experience in working with violence prevention and psycho social support in communities and schools

• Minimum of three years of working in Central America, preferably in El Salvador and Honduras

• Fluency in English and Spanish

• Good understanding of relevant educational authorities and policies in Honduras and El Salvador is an asset

• Good understanding of the Red Cross Red Crescent Movement is an asset

• Strong communication and negotiation skills

• Proven skills in team management

• Experience from the Red Cross/Red Crescent is an asset
