The Somali Red Crescent Society (SRCS) is an independent, non-political humanitarian organization that was founded in April 1963 and was established with presidential decree No. 187 in 1965. It was then recognized by the ICRC in 1969 and in the same year became a member of the International Federation of the Red Cross and Red Crescent Societies.

The Norwegian Red Cross is working with our partner Somali Red Crescent to find an experienced and motivated person to fill the position of:

Resource Mobilisation Consultant (RM)

Terms of Reference

To provide technical Resource Mobilization and consultancy services to the SRCS leadership on the overall strategy and implementation of the SRCS Resource Mobilization Policy and guidelines, which includes the identification of possible Income Generating Activities (IGA), advise on improving current IGAs and developing oversight mechanisms of the organization’s IGAs in line with RCRC best practices and standards. This will assist the SRCS in building a solid resource mobilization strategy and face the changing donor funding and assess lessons learned from past IGA. The strategy will assess current resource mobilization and leverage them but also recommend with an action plan way to diversify the current resource base with SRCS.

TASKS

In conjunction with the liaison office and the two coordination offices in Mogadishu and Hargeisa, draft the Resource Mobilization policy; review the existing IGA initiatives and recommend improvements; recommend/propose additional initiatives deemed sustainable;

Present the RM policy and tools to the SRCS leadership for their endorsement.

The consultant will be specifically tasked to:

· Develop the SRCS RM policy & Strategy

· Consult with SRCS senior management and board to better understand their vision in terms of Resource mobilization

· Develop standard RM operating procedures to be adopted by the coordination and branch offices

· Review existing RM initiatives (Also review accounting procedures), and recommend improvements where necessary

· Mapping SRCS assets with IG potential

· Set up or recommend recording and reporting (to Ex Committee) systems of the IGAs (+ Audit)

· Develop a monitoring and oversight mechanism for follow up of the IGAs

· Review the market survey already conducted

· Define and establish guidelines for entering/starting new IGAs

· Prepare a check list of conducting feasibility studies for new IGAs

· Design an appraisal system for monitoring the performance of IGAs for sustainability (Profitability)

· Develop guidelines and mechanisms for managing income (How income can be used)

· Conduct an analysis of the presence of local and international donors in Somalia and the potential likelihood of securing multi years funding from each one of them.

· Recommend how to create and maintain strategic partnerships with key donors (at the current stage but also in the future)

DELIVERABLES

· Resource Mobilisation Policy and strategies, including annexes an overview of the current situation and how to manage future opportunities and strategies if needed

· Standard procedures for managing and running IGAs

· Standard procedures for managing and running Commercial First Aid

· Recommendation on improvements on existing IGAs

· Propose system of reporting and recording IGAs and managing income

· A plan of action for capacity building of SRCS staff members regarding mobilising resources and maintaining strategic partnerships with key donors

· Annex to map out the local and international donors’ priorities, interest and how to mobilise fund based on the current context

· Feasibility study check list for new IGAs

· Follow up mechanism for monitoring sustainability (Profitability) of IGAs

TIMELINE

Three (3) months, tentative dates, August 1st to October 31st 2019.

REQUIREMENTS

· University Degree in Commerce, economics, social sciences or Business Management

· Experience working in the RM department for non-profit organizations in Kenya or Somalia

· Proven working experience as an RM specialist

· Understanding of the different local markets in Somalia

· Strong facilitation/presentation/training skills

· Excellent communication and writing skills and the ability to forge cross-cultural relationships and build trust demonstrated through previous intercultural experience

· This position is expected to demonstrate good judgment in selecting methods and techniques when gathering and analysing information to recommend a course of action regarding deliverables

· Detail-oriented, methodical, highly organised in their work, and practices strict adherence to timelines

· Possessing a strong degree of honesty and integrity, and a solid sense of business ethics including the ability to appropriately handle confidential information

· Proactive and autonomous personality

· Field visits to Mogadishu, Hargeisa and selected SRCS branches
