The Red Cross in Norway has 130 000 members and close to 30 000 volunteers carrying out activities through the more than 400 offices locally based.
Norwegian Red Cross Finance Delegate, Nepal
The Norwegian Red Cross (NorCross) is a member of the world wide Red Cross/Red Crescent Movement working in the fields of relief and assistance and the development of sister Red Cross/Red Crescent societies. The Norwegian Red Cross has established regional- and country representations to ensure a proximity to key partners such as Red Cross / Red Crescent societies as well as donors and international partners.
We are now looking for a Finance Delegate to Nepal for the recovery programme following the earthquakes in 2015.
The Finance Delegate will have overall responsibility for financial management in the Norwegian Red Cross Country Office in Nepal, mainly in connection with the recovery programme of the Nepal Red Cross Society Earthquake Response Operation. The role encompasses financial management on a daily basis, financial reporting, financial systems and procedure development, monitoring and collaboration with Norwegian Red Cross staff and Nepal Red Cross counterparts. The Finance Delegate will work closely with the programme manager and technical staff to develop and update the programme budgets, advise on expenditure rate and ensure compliance with rules and regulations of Norwegian Redcross.
The Finance Delegate line manages the national finance and admin officer and reports to the Country Representative who is based in Kathmandu, Nepal. Interluctors for day to day working relationship will be with Programme Manager and the technical team.
Main responsibilities
The Nepal Finance Delegate is in charge of supervising and coordinating all the financial management and follow up at country level. He/she should have the total overview of the financial situation and resource allocation in the country, and liaise closely with the Programme Finance Coordinator at HQ. He/she coordinates and quality assures the budgeting process, financial monitoring and reporting at a country level, requests disbursements of funds, and oversees and supports the national finance and admin officer.
Specific responsibilities include
• Quality assurance of NS budgets/plans and Norwegian Red Cross Field Office budgets together with the Country Representative and technical staff as required.
• Maintain country register of assets, with updated input from local Finance officer.
• Acts as a finance manager/advisor for Nepal country office, establishes and maintains appropriate finance setup and systems, including adherence to Norwegian Red Cross financial and logistic procedures
• Develops, manages and updates project budgets, project based financial information, spending levels and ensures project managers/budget holders are implementing based on given budgets and adherence to the rules. Provides regular advise on project funding expenditures and guidance on progress on spending levels to ensure timely implementation
• Act's as a finance focal point for consortia funding in collaboration with programme manager and manages budget's for consortia partners and liaises on finance related matters with movement partners
• Provides financial analysis of the portfolio and ensures financial information flow and budget monitoring throughout the year
• Keeps an overview of office and operations related costs including staffing and ensure proposals include budget needs.
• Supports Country Office in preparing and facilitating for the annual audit process, as well as following up on remarks and recommendations from the annual audit.
• Requests disbursement of funds as per approved budget, based on cash requests from NS
• Supports the Country Office in coordinating the annual budget process, in line with guidelines from Finance Department at HQ.
• Contributes to exploring and developing new initiatives and partnerships in the country
• Supports development of new project proposals in accordance with strategic plans.
• Provide financial analysis of the portfolio and ensures financial information flow and budget monitoring throughout the year
• Supports the Country Representative in human resources management of delegates and local staff in the country ensuring the application of all established human resources NorCross and IFRC policies and procedures.
• Supports recruitment processes including delegates, local staff and consultants.
• Assists the Country Representative in the preparation, dissemination and enforcement of specific security rules and regulations.
Qualifications and experience
• Higher education/university degree in financial management, economics or business administration is required. Qualifications in a relevant subject will be considered and can be compensated by significant experience.
• Minimum 5 years of relevant work experience in the field in emergencies /transitional/ recovery contexts as finance manager/officer.
• Financial planning and management background is needed than accounting background only. Proven experience in financial management at field level for Redcross is required.
