The Norwegian Red Cross (NorCross) is a member of the world wide Red Cross/Red Crescent Movement working in the fields of relief and assistance and the development of sister Red Cross/Red Crescent societies. The Norwegian Red Cross has established regional- and country representations to ensure a proximity to key partners such as Red Cross / Red Crescent societies as well as donors and international partners.

Following the Earthquake in 2015, NorCross has established a post-earthquake recovery programme in Nepal and is recruiting a Country Representative to lead and manage delivery of a multi sector recovery and longer term programme in Nepal. The role entails provision of day to day strategic and management direction to the programme and its staff and strengthening partnership with Nepal Redcross to enable community based recovery.

The Country Representative will be based in Kathmandu, Nepal and report to head of recovery programmes in Oslo HQ.

Main responsibilities:

  • The Country Representative is the overall responsible for Norwegian Red Cross supported programmes in the country.
  • He/she represents the organization vis-à-vis the Nepal Red Cross, the Federation, ICRC and other Partner Red Cross /Red Crescent National Societies working in country as well as the Norwegian Embassy and donors.
  • Oversee/lead and manage NorCross's post disaster recovery and longer term portfolio and partnership with Nepal Red Cross ensuring community recovery needs are effectively advocated for and that relevant NorCross stakeholders are engaged.
  • Prepare and coordinate preparation of country plan as well as support programme team in developing recovery programme response options.
  • Support Nepal Red Cross in effective institutional setup at central and district level and ensure provision of NorCross technical expertise at district level in implementation of the programme
  • Manage human, technical and financial resources for efficient delivery of post-earthquake recovery programme in the area of shelter, water, sanitation and community infrastructure, health and ensuring integration of livelihoods into the programme.
  • Contribute and assist NRCS in strengthening its strategic approaches and technical capacities in the area of programme management, integrated recovery approaches and technical assistance areas in the area of reconstruction assistance
  • Monitor and analyse political, socio-economic and humanitarian trends within the country and update/adapt NorCross recovery plans accordingly

Qualifications and personal skills:

  • 8 years or more of proven field experience in leading and managing post-disaster recovery/shelter programmes in a humanitarian setting. An adaptable manager and strategic decision maker with a results oriented approach and an effective communication style who delivers on time.
  • Relevant educational background, e.g. in international development, disaster management, social science, management or other relevant field.
  • Experience working with the Red Cross and Red Crescent Movement is desirable
  • Fluency in English, oral and written
