In Asia, Norwegian Red Cross strategic aim is “Improve the health and protection of the most vulnerable people affected by conflict, crises and climate change.”
The geographic focus in Asia is Afghanistan, Pakistan, Myanmar, DPRK, Bangladesh and temporary engagement in disaster affected areas. Thematically, Norwegian Red Cross competencies and capacities aim to improve primary health services and community health, with associated protection of health workers and other vulnerable groups.
Regional Finance Manager
The Regional Finance Manager is in charge of coordinating all the financial management and follow up in the Asia region. He/she should have the total overview of the financial situation in the region and liaise closely with the Coordinator Programme Finance at HQ. He/she coordinates the budgeting process at a regional level, with timely input from country managers and regional representative. The Regional Finance Manager also oversees and supports the accountants in the region, enabling them to book expenditure correctly and in a timely manner.
Strategic objectives for the position:
· Coordinate the annual budget and reporting processes in the region, in line with established rules and regulations.
· Ensure internal control and financial risk management at regional and country levels, including oversight of mitigating actions and management of suspected and confirmed cases of fraud and corruption.
· Manage the regional support team and organize effective finance support to country offices
Some operational responsibilities:
· Organizes financial planning in the region
· Quality assures cash disbursements and working advances / reimbursements to the national societies
· Ensures sound and timely financial reporting in the region
· Supports the financial management of the country offices
· Supports country offices in financial follow up of National Societies when needed
· Ensures that a strong internal control environment is maintained
· Contributes to human resources planning for finance personnel in the region
· Ensures that all personnel have yearly work and development plans
· Set objectives for the finance teams
· Trains new delegates in Norwegian Red Cross rules and regulations, and the correct use of available finance management tools.

Education:
Relevant university degree – Chartered Certificate Accountant (ACCA), Chartered Auditor or equivalent
Experience with:
· Minimum 5 years of senior level field experience in a reputable humanitarian organization, in leading and managing international finance teams.
· Proven experience in financial planning, budgeting, budget management and budget analysis
· Excellent knowledge and hands on experience of relevant accounting concepts and of international financial reporting standards
· Advanced understanding of internal controls and treasury management concepts
· Proven judgement in managing risks and ability to work with complete integrity and confidentiality
· Strategic thinking and understanding of ‘big picture’ aspects in a international humanitarian organisation
· Excellent training and coaching skills.
Other skills:
· Fluency in English is an essential requirement.
· International driving licence (manual gear) is required.
· Willingness to travel in the region and to the field operations sites, as required

Contract:
24 months contract, possible with extension.
