Global Surge Team: Public Health in Emergencies Profile

The Norwegian Red Cross (NorCross) is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers operating in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies.

NorCross is establishing Global Surge Team with leadership, management and technical competencies for emergency response in complex environments, targeting Health Emergencies and Health in Emergencies.

We are looking for an experienced Public Health in Emergencies (PHiE) profile to join our Global Surge Team. The Public Health in Emergencies profile should be flexible and have the ability and willingness to travel extensively and be deployed to a physical demanding working environment in different contexts and work with various stakeholders. The Global Surge Team profiles must be able to deploy at short notice. A deployment can vary in length and typically last between two-four months. When relevant, the deployment might be longer. The GST profiles are not expected to be deployed to the field more than 36 weeks during the year.

While not deployed, the Public Health profile as part of the Global Surge Team will be home based within EU/ EEA. Vacation, rest and recovery days and professional development will be accounted for as a part of the remaining period of non-deployment time.

Candidates who do not meet the requirements of EU/EEA citizenship and 12 hours proximity to Oslo, Norway will not be considered for this position.

The Public Health in Emergencies profile in the Global Surge Team will play an important and contribute to strengthen the RCRC's emergency response with the aim of enhancing quality of operations, timeliness and accountability in the delivery of effective humanitarian assistance in sudden onset disasters, conflict and protracted crises.

Responsibilities:

The PHiE profile covers key public health disciplines such as; communicable and non-communicable diseases, maternal and child health, nutrition, field epidemiology and epidemics. The PHiE profile should also be familiar with surveillance systems, including community based and early warning systems. With the broad range of public health interventions that can be required in an emergency, the PHiE duties/responsibilities will thus vary greatly from one deployment to another. S/he will be responsible for assessing the public health needs of communities affected by disaster or crisis with strengthening emergency response by setting up health interventions mitigating the identified health risk, such as;

  • Managing and/or supporting community based epidemic control.
  • Managing and/or supporting health promotion, disease prevention intervention, and infection prevention control.
  • managing and/or supporting epidemiological data collection, analysis and sharing at both clinic and community levels.

Education:

  • Master’s degree in epidemiology, public health, or equivalent degree is required.
  • Other additional health related education (medical doctor, nurse, biologists, etc) would be advantageous.

Essential experience:

  • Experience with public health in Emergency response
  • Previous experience(s) within the Red Cross & Red Crescent Movement.
  • Experience from different complex emergencies and contexts
  • Proven successful management experience
  • Extensive field experience
  • Experience of capacity building and coaching

Desired experience:

  • A wide range of Public Health specialists will be considered for the PHiE role, including but not limited to:
    • Generalists
    • Epidemiologists
    • Vaccination/Infection Prevention Control/ Social Behavior Change Specialists etc.

Other skills:

  • Excellent command (written and spoken) of English. A working knowledge of Norwegian, French, Arabic or Spanish is desirable
  • International driving licence (manual gear) is required.
  • High level of ICT skills

Other requirements:

  • The Norwegian Red Cross will not sponsor visas. All applicants must have the automatic right to work in Norway. (i.e. EU/ EEA/Swiss citizenship). We will check for evidence of your right to work at assessment stage.
  • The employee must reside within 12 hours proximity to Oslo, Norway during the contract period
  • Due to the nature of the work, candidates must be in good health and will have to pass a medical clearance before signing the employment contract

Place of service:
Roving position, home based while not deployed
