Purpose
The Iraq Health Manager is a national consultant who has the role of supporting the achievement of humanitarian objectives through coordinating the design and implementation of first aid and Health projects in Iraq in line with technical standards and best practices

Starting date As soon as possible
Contract duration 18 months extendible
Strategic responsibilities
- * Ensure that Norwegian Red Cross supported projects in Health and first aid are designed and implemented in line with established technical standards and project management methodologies.
- * Coach Iraq Red Crescent Health teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.
- * Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.
Operational responsibilities
- Conducts technical assessments and scoping missions as requested and contributes technically to project development.
- Carries out regular field monitoring, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
- Oversees data collection and provides technical support to quarterly and yearly country reports.
- Liaises with the Iraq Red Crescent technical and project teams to ensure relevance of technical assistance provided.
- Provides trainings and coaches Host National Society project staff on the operationalization of established technical standards and when challenges arise during the implementation, here in:
- Develop the capacity of the Host National Society in first aid and ambulances services and ensure abidance by international standards
- Develop the capacity of the Host National Society in primary healthcare including service provision, monitoring, evaluation and reporting.
- Develop the capacity of the Host National Society in community health services including assessment of needs, planning, implementation, reporting, preparation of contextualized Information, Education and Communication materials, among others
- Contributes to the harmonization across regions and countries by monitoring and providing feedback on the use of common standards and tools.
Collaboration
- Works closely with the relevant thematic Coordinator / Advisor at the National Office (HQ) and other technically competent colleagues in the same discipline in other countries and regions.
- Support collaboration with other RCM technical personnel to enhance overall humanitarian impact in the country.
- Collaborates with other technical advisors in the region as relevant.
- Collaborates with other Red Cross partners to harmonize the technical support provided to the Host National Society.
Mission specific responsibilities
The Iraq Health Manager will support the implementation of projects financed by NORAD and BI-FUND as well as ECHO grant in Iraq throughout the project cycle, as assigned by the Country Programme manager.
Qualifications
- Higher University Degree in relevant technical discipline: Medical degree and/or master’s degree in public health/Health Care Management/Community Health …)
Skills and knowledge
- Minimum of 2-3 years experience in health project management in humanitarian context.
- In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
- Proven experience from project management, including needs assessments project design, MEAL planning and reporting.
- Knowledge about building technical capacities of partner organizations.
- English work proficiency is required.
- Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset
