The Center for Victims of Torture (CVT) is excited to announce our search for two Evaluation and Research Leads, one to provide guidance on CVT’s service provision in humanitarian settings, the second to provide guidance on CVT’s capacity development programming with mental health and psychsocial support partners globally.
Evaluation and Research Leads provide technical leadership in the design, development, and implementation of program evaluation and learning initiatives relating to the effectiveness and impact of CVT’s work. These positions ae responsible for conducting high quality evaluation, using knowledge gained to refine program design, and disseminating results to advance knowledge in the field.
The ideal candidate for the service provision in humanitarian settings position will have experience with the challenges and opportunities of evaluation and applied research in humanitarian settings, and will be comfortable working in these settings.
The ideal candidate for the capacity development position will have experience specific to the challenges and opportunities of the evaluation of sustained capacity development projects, including inter-cultural progams delivered in-person and/or online.

- Position is open to candidates who are citizens of and reside in the US, Canada, Ethiopia, Iraq, Jordan, Kenya or Uganda.
- Core business hours: Employees must be available for meetings starting at 7:30 am Central Standard Time on occasion
- Hiring range: $80,000- $100,000 per year, depending on qualifications

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture.
Responsibilities:
Program Evaluation: Lead the ongoing internal evaluation of assigned projects, including: the development of evaluation plans; creation of evaluation tools and systems; collection, management and analysis of data; develop the technical capacity of monitoring and evaluation staff within CVT and/or partner organizations; apply findings for program learning; and contribute to regular internal and external reporting.
Technical Strategy Development: Design and implement a coordinated and cross project monitoring, evaluation and learning (MEL) technical strategy that draws upon current best practice in the field. In consultation with internal and external stakeholders, develop approaches, frameworks, tools, and systems that promote high quality monitoring, evaluation, and research. Advance this strategy though contributions to project and proposal development.
Technical consultation: Provide regular consultation on evaluation frameworks, tools, data systems, and analysis to fellow evaluation staff, program managers, as well as program staff. Support colleagues to achieve professional and departmental quality standards consistently, and provide review of internally- and externally-facing evaluation and scientific products.
Knowledge Dissemination: Advise program leaders on the implications of evaluation and research findings. Develop and deliver trainings to staff and external stakeholders. Analyze data, develop reports, and publish and present on findings from program evaluation and research to advance knowledge in the field.
Other duties: Participate in other department and organization-wide activities, meetings and trainings, and support the Director of Evaluation in Research is building a departmental and organization culture of inclusion and belonging.
Qualifications:
Required education, experience, certificates, licenses or registrations
- Post graduate degree (e.g., MS) in a social science or a related field, with an emphasis on rigorous evaluation and research methods;
- At least 5 years of professional experience in monitoring, evaluation, and learning related to international development or humanitarian projects;
- Experience working in international and intercultural settings;
- Demonstrated experience engaging teams of people with diverse backgrounds in internal learning activities; and,
- Demonstrated experience with a range of research and evaluation methodologies, including quantitative and qualitative approaches to data collection and analysis;
- Demonstrated experience developing data collection tools and processes; and,
- Demonstrated experience developing monitoring, evaluation, and learning (MEL) systems.
Preferred
- Doctoral level training in a social science or a related field, with an emphasis on rigorous evaluation and research methods;
- Demonstrated experience integrating racial, gender and social inclusion principles into MEL;
- Demonstrated experience writing or collaborating on proposals, grants and reports to funding entities;
- Demonstrated experience in the interpretation of evaluation and research findings for use in applied settings.
Competencies (Knowledge, Skills and Abilities)
- Fluency in spoken and written English;
- Fluency in Spanish, French, Kiswahili or Arabic would be an advantage;
- Ability to develop dissemination products for monitoring and evaluation (M&E) results in various forms (e.g., reports, presentations, action learning teams, rapid feedbacking sessions) for audiences with varying levels of familiarity with MEL concepts;
- Ability to conduct multivariate inferential statistical and psychometric analyses, and to write reproducible syntax in this regard (lead of service provision in humanitarian settings only).
- Ability to independently produce technical reports for program teams and donors;
- Ability to work in Microsoft Office suite (Outlook, Word, Excel and PowerPoint);
- Excellent skills in organization, attention to detail and time management;
- Ability to cope with multiple demands, manage priorities and meet deadlines;
- Ability to work independently with minimal supervision;
- Ability to engage substantively in team processes, including peer review; and,
- Ability to give, receive, and utilize substantive feedback about technical products.
- Ability to travel internationally, including to locations that may be remote and lacking in amenities
Work Environment (subject to change):
• Typical office environment;
• Time spent on the computer is approximately 90%;
• Time spent in virtual meetings is approximately 50%
• CVT has a COVID-19 vaccination mandate in place for US-based employees
Travel: Both positions require travel to international locations that may be remote and lacking in amenities. For the direct services in humanitarian settings position travel could be up to 35% of time. For the capacity development setting travel could be as much as 15% of time.
