Norwegian Red Cross’s main priority in Afghanistan is to enhance the provision of primary health care in areas where other entities struggle to deliver such services and support WASH projects. To strengthen humanitarian assistance and ensure staff and volunteers remain safe from harm, we will integrate protection into logistics and health programming by using safer access methodologies.
Norwegian Red Cross supports the Afghan Red Crescent Society in providing life-saving humanitarian services in close collaboration with the ICRC and coordination with other relevant organizations.
The purpose of the WASH Delegate is to support the achievement of humanitarian objectives through coordinating the design and implementation of WASH projects in line with technical standards and best practices.
Main strategic responsibilities
· Ensure that Norwegian Red Cross-supported WASH projects are designed and implemented in line with established technical standards and project management methodologies.
· Coach the Afghanistan Red Crescent (ARCS) project teams in the WASH thematic area and relevant technical standards and support the operationalization of those standards.
· Support in setting up of WASH unit for ARCS in coordination with the movement partners.
· Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalize technical standards in relevant areas.
Main operational responsibilities
· Conducts technical assessments and scoping missions to contribute technically to project development.
· Defining the mission’s WASH strategy and monitoring system for the WASH needs in the country.
· Ensure integration of WASH components in the health program activities based on operational priorities.
· Strengthens the workflow between NorCross and the ARCS in WASH to establish predictable and structured work processes.
· Ensuring proper WASH staffing, coaching, and supervision at the project level.
· Support ARCS technically to systematically assess and analyze the WASH conditions in targeted health centers and communities
· Support ARCS for assessment, development, implementation, and evaluation of WASH activities.
· Coaching and capacity building of WASH staff in ARCS and supporting the establishment of WASH structure within ARCS.
Mission specifics:
· The Afghanistan WASH Delegate can be asked to support the country office where required; I.E in Kabul or other region ARCS office.

Education:
Higher University Degree in relevant technical discipline, including civil engineering, water, and sanitation engineering, or environmental health engineering. Equivalent technical experience can substitute for qualifications but not vice versa.
Experience with:
In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
Proven experience in project management, including needs assessments project design, and reporting.
Knowledge about building technical capacities of partner organizations.
Advanced understanding of the use of innovative tools and approaches in a relevant technical discipline
Other skills:
English work proficiency is required; regional languages are an asset.
An international driving license (manual gear) is required.

Country Programme Manager, based in Kabul, Afghanistan
The position is based in:
Kabul, Afghanistan with extensive travel in project areas.
Contract:
12 months’ contract, possible with extension
