The ability of National Society partners to respond adequately to actual needs of the affected population is an important strategic choice for Norwegian Red Cross.

The overall objective of Norwegian Red Cross is to achieve our humanitarian objectives at country level through results-based project management and risk management through our partnership with the Pakistan Red Crescent Society (PRCS). The main areas of our partnership focus on strengthening community resilience, provision of technical, programmatic and financial support, and capacity building of Pakistan Red Crescent.

Norwegian Red Cross objectives in Pakistan:

· support Pakistan Red Crescent in programmes that reduce vulnerability and exposure to risks resulting from armed conflict and violence specifically targeting women and children.

· support Pakistan Red Crescent in increasing access to health services, creating first aid awareness, and improving water and sanitation practices through their long-term Community Based Health and First Aid (CBHFA) and Water and Sanitation (WASH) programmes implemented.

· support Pakistan Red Crescent in their branch development, from district level up to National Headquarters to strengthen their ability to respond to the needs of vulnerable people.

The overall responsibility as Country Manager in Pakistan:

· Follow up and strengthen the National Society partnership through project development and management in line with established project agreements and project plans.

· Manage country office personnel in accordance with Norwegian Red Cross leadership development framework, and in-country security.

· Represent Norwegian Red Cross in-country and contribute to complementary Red Cross Movement roles and responsibilities.

We seek a person who;

· co-operates well with others; shares knowledge, experience and information and supports others in the pursuit of team goals.

Education:

· University Degree in health-related discipline particularly public health.

· Education and working experience relevant for programmatic focus.**

Experience with:

· Track record of managing humanitarian teams in complex humanitarian setting in fluid security contexts.

· Proven ability to implement Primary Health and/or WASH programmes in challenging contexts.

· Experiential knowledge of project cycle management with focus on timely execution and quality results.

· Excellent drafting skills. Successful donor applications and reporting on humanitarian projects with measurable results.

· Hands-on skills of budget preparation and monitoring.

Other skills:

· Fluent written and spoken English; working knowledge of Urdu will be desirable

· International driving licence (manual gear) is required.

Reporting to:

Regional Representative ASIA, based in Islamabad, Pakistan.

Position is based in:

Islamabad, Pakistan

Contract:

24 months’ contract, possibility of extension
