Violence against health care in armed conflict or other emergencies continues to be a serious humanitarian concern with devastating short and long-term consequences for the wounded and sick, affected communities, health care facilities and transports, and for the thousands of health care personnel who seek to provide assistance precisely when it is needed most. Since the 31st International Conference in 2011, States, the Red Cross and Red Crescent Movement, the health-care community and civil society have mobilised around the Health Care in Danger (HCiD) initiative to take steps to address protection of health care. The Norwegian Red Cross seeks an experienced delegate to strengthen the capacity building measures related to HCiD initiative in Iraq and Syria.
Main strategic responsibilities:
- Responsible for defining, leading, and coordinating activities relating to the protection of health care personnel in collaboration with National Society and ICRC
- Focused on developing and implementing the HCiD programme through consensus and partnership building with relevant partners
- The HCiD Delegate will be responsible for coordination, communication and technical support to ICRC Iraq Delegation on HCiD Strategy through participation in a HCiD working group. Support to integrate HCiD within the ICRC’s overall strategy in Iraq and Syria.
- Implementation of training manual for Ambulance and Pre-Hospital Response in Risk Situations (TARRS).
- Contributes to raise awareness, mobilize key stakeholders and shapes NorCross engagement with them on the protection of healthcare.
- Contribute to NorCross supporting the National Societies in Iraq and Syria (IRCS and SARC) in their endeavours to strengthening their HCiD interventions and build their capacity including staff and volunteers.
Mission specific responsibilities:
The HCiD delegate is responsible for contextualization of training materials, provide training of trainers (ToT), monitoring of related activities implemented by National Society at the Country level, project evaluation. The main focus in the Piloting the TARRS training and follow on the implementation of other activities related to de-escalation of inter-personal violence module. S/he will ensure and maintain transversal coordination and fluid communication with National Society and keep them updated on HCiD implementation.
Main operational responsibilities:
- Contextualize training manual on TARRS according to intervention mission’s context
- Leads and / or contributes to design, delivery and evaluation of HCiD training
- Draft project plan of action that defines specific outcomes and deliverables, priorities and timelines, along with the means required for implementation.
- Building on and managing relationships with the National Society and ICRC at the Country level.
- Establish new partnerships and enhance existing partnerships between NorCross, ICRC and National Society at the country level in order to strengthen the responsiveness, effectiveness and efficiency of the programme deliverables.
- Reviews relevant national documents, strategic and development plans/framework with a view to identifying key entry points to strengthen its HCiD initiative
- Contributes to the monitoring and analysis of incidences of violence against the medical mission and challenges affecting health care at the country level.
- Contributes to defining, drafting and implementing of HCiD country strategy in close coordination and cooperation with other departments to ensure a multidisciplinary approach.
- Conduct ToT training workshops for National Society staff and volunteers across the different governorates on related HCID trainings.
- Provide guidance/on the Job – training and technical support to the trained national society staff and volunteers.
- The HCiD Delegate will closely coordinate with the different stakeholders including NorCross Country and MENA Region Delegates, and National Society relevant Departments.
- HCiD Delegate will be responsible for providing the regular projects framework documents.

Education:
Advanced university degree in a relevant field (public health, public policy, development studies, social sciences, international relations, humanitarian studies, Medical Anthropology studies)
Experience with:
- humanitarian or development sector including in highly insecure contexts + 5 years (nationally and internationally)
- supporting and/or managing projects in the health care sector (prehospital or in-hospital)
- Excellent training and coaching skills, preferably in cross-cultural environments
- process management/facilitation
- excellent communication skills
- Experience with the Red Cross and Red Crescent Movement in the areas of Protection, Health, Communication and Cooperation is a strong asset
- Have a good understanding of protection issue healthcare providers and health care facilities are facing.
- awareness raising campaigns (desirable)
- working in MENA context is an advantage
- coordinating multidisciplinary projects
- Project managemnt skills.
- Psycologycal first aid training and/or pyscosocial support training is a strong asset
Other skills:
- English and Arabic work proficiency are required.
- International driving licence (manual gear) is required.

Deputy Regional Representative MENA NorCross.
Position is based in:
Based in Bagdad, Iraq with frequent visits to Syria
