Colombia: Evaluation of the Youth Delegate Exchange Programme (YDEP) in Colombia, Nepal and Norway

The Youth Delegate Exchange Programme (YDEP) seeks to evaluate the relevance & appropriateness, efficiency, effectiveness, impact and sustainability of its youth capacity exchange Programme in Colombia, Nepal and Norway to find out whether the anticipated objectives have been achieved and to identify key lessons and recommendations to improve ongoing and inform future exchanges. This evaluation is to be formative with a strong learning element, by generating knowledge and creating discussions. The evaluation is being commissioned by the Norwegian Red Cross Youth

The Youth Delegate Exchange Programme (YDEP) is the youth exchange Programme of the Norwegian Red Cross through which youth volunteers are exchanged with collaborating Red Cross/Red Crescent National Societies. YDEP was established in 2001 and is partly financed by the Norwegian government body called Fredskorpset, and is part of civil society section.

Since 2001, the Norwegian Red Cross has sent 96 and received 95 Youth Delegates from various partnering National Societies, including; Armenia, Azerbaijan, Colombia, Jamaica, Kenya, Lebanon, Nepal, Rwanda, Sudan, Lesotho and Zimbabwe. The partnering National Societies in the current exchange cycle (2016-2017), are Nepal, Colombia, and Madagascar. The partnership with Nepal Red Cross Society was established in 2006 and has been continuous ever since. That with the Colombian Red Cross society was also established in 2006 and continued through to 2009. After a two-year break, the partnership resumed in 2011 and has been also continuous since.

The goal of the YDEP is to improve the lives of the most vulnerable people by mobilising the power of humanity amongst youth. YDEP hopes to achieve this goal through strengthening the capacity of young volunteers and youth structures in the participating Red Cross/Red Crescent National Societies. Through mutual exchange of experienced and skilled youth volunteers, the programme strengthens the youth structure and capacity within the Red Cross/Red Crescent Movement in responding to humanitarian needs.

Duration:

The duration of the evaluation is estimated 8 weeks, including briefings, desktop review, field work, report writing, presentation, and follow-up. The review will be conducted during the period October 2016 – November 2016. Deadline for delivering final report is 16th of December 2016.

Location:

The evaluation will take place in the Colombian Red Cross headquarters and the following districts in Colombia: Santa Marta, Sanatander (Bucaramanga), Sucre (Sincelejo), Meta (Villavicencia) and Valle del Cauca (Cali). In Nepal, the evaluation will be done at the Red Cross headquarters and the following districts: Kaski, Kavre, Lalitpur, Kathmandu, Palpa and Sunsari. And lastly in Norway, the evaluation will be at the headquarters and in the following districts: Akershus, Telemark, Troms, Hordaland, Rogaland and Sør-Trondelag.

Evaluation Team Profile:

NorCross is looking for a consultant who must be fluent in English and Spanish. The consultant should have expertise in international capacity building exchange programmes and youth Development. The consultant should have proven review/evaluation experience in relevant fields, documented reporting skills and an understanding of the IFRC and the Red Cross Movement is desirable.

The Expression of Interest should include:

  1. Technical proposal (when appropriate) not exceeding five pages expressing an understanding and interpretation of the TOR, the proposed methodology, and a time and activity schedule.
  2. Financial proposal itemizing estimated costs for services rendered (daily consultancy fees), accommodation and living costs, transport costs, stationery costs, and any other related supplies or services required for the review.
  3. Curricula Vitae (CV).
  4. Letter clearly summarizing your experience as it pertains to this assignment, your daily rate, and three professional references.
  5. A brief description of your firm or institution (for applicants other than individual contractors).
  6. At least one example of a review report most similar to that described in this TOR.
