The purpose of the Cash for Health Delegate, with focus on Cash Voucher Assistance (CVA) for Health is to lead and support the development and implementation of applicable CVA modalities, and other relevant cash for health modalities in the health response in NorCross priority contexts in the MENA region.
The Delegate will work closely with NorCross Country teams, liaise with National Society, IFRC and ICRC counterparts as applicable on strengthening cash for health through inclusion of CVA modalities in existing NorCross supported health programmes.
The Cash and Voucher Assistance for Health (CVA for Health) Delegate will bring CVA technical, and operational expertise, in addition to significant health program knowledge, in order to build NorCross Country teams’ capabilities in support of relevant National Society responses in the MENA region.
The Delegate will work in collaboration with NorCross health technical advisors, Cash Advisor at NorCross National Office in Oslo, in order to ensure coherence, alignment in operational activities and further articulate the approach to cash for health, specifically through Cash for Health and CVA modalities, and also the NorCross approach to health and climate. This will involve sharing expertise and lessons learned from operational activities. It will also involve support and input to the updated NorCross Health Framework and associated technical guidance and to accompany the new NorCross International Strategy 2024-2026 (TBD).
The Cash and Voucher Assistance for Health Delegate (CVA for Health), under the direction of the NorCross MENA Deputy Regional Representative, and part of the MENA Regional Technical Team, will work with the NorCross Country Teams in MENA region, selected MENA National Society and other relevant country based stakeholders to build necessary capacities to set up, implement and quality assure through applicable monitoring standards the applicable CVA modalities within NorCross standing health programmes as well as for interventions targeting specific response to severe and adverse climate events affecting the overall health of populations.
In the MENA region and in liaison with the NorCross Health Technical Team globally and regionally, the Delegate will be responsible for mainstreaming CVA in existing and new health-based interventions. The Delegate will utilize feasibility assessments conducted for select countries and ensure operational components are developed, implemented, and monitored within standing operational plans. The Delegate will accompany and support the country teams to ensure cash payments within NorCross programmes, as well as beneficiary selection criteria are implemented as per timeline and will follow up with teams on identifying any emerging gaps and problems and advise on solutions.
The Delegate will also ensure that the partner National Society have capacities in place for implementation of conditional grants for health care services as part of health programmes with the aim to enable cash for health services. Particular attention should be given to quality and accountability to beneficiaries and the affected population.
Strategic Responsibilities:
- Ensure that Norwegian Red Cross supported projects in relevant discipline are designed and implemented in line with RCRC Movement CVA guidelines and standards and Norcross’s own Cash for Health guidance.
- Coach and support the Host National Society and NorCross project teams in cash and health technical standards and support the operationalization of those standards.
- Develop detailed SOPs for conditional cash transfers in relevant NorCross partner contexts and ensure support to National Society in devising of the SOPs and guidelines for the project locations.
- Train teams and hold workshops in SOPs and monitoring of the procedures and indicators of results.
- Contribute proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards, particularly to the different components of health programming at community and primary health care interventions.
- Contribute to global health technical guidance and standards, specifically related to cash for health and liaise closely with NorCross health technical team at global and regional level as well as climate disaster response team and Cash Advisor.
- Liaise with RCRC Movement and non-Movement partners in MENA region on technical developments related to CVA and health and identify opportunities for collaboration, cross fertilization and learning.
Operational Responsibilities:
Management:
- Based on existing needs assessment and project design, prepare a detailed operational plan for cash modalities, conditions, duration, criteria, frequency, and delivery mechanism with the National Society.
- Ensure country level cash components, criteria and standards are developed in alignment and coherence with NorCross global Cash for Health stream of work and in adherence of NorCross CVA policy and guidelines.
- Ensure implementation and monitoring of country specific SOPs were established in implementation of CVA component of the programmes; collect learnings and ensure feedback process and improvements.
- Support preparation of results indicators for CVA in health in collaboration with health technical teams and Data and Results team, based on proposals.
- Follow up and support the cooperation with the National Societies in accordance with standing Partnership Agreements.
- Conduct regular meetings with NorCross teams and National Society and manage the activity plan and log frame.
Operational:
- The CVA health delegate will ensure the follow-up of the feasibility assessments’ recommendation and operational plans provided by previous consultants to roll out CVA for health modalities within the NorCross health interventions in Syria and Iraq.
- Support and provide technical support and inputs in the ongoing health operations. Provide technical support to CO teams in order to set up the CVA components within the plans action and budgets and build capacities for their effective monitoring.
- Through the CO teams, work with the NS to ensure that all necessary tools and systems (financial, logistics and M&E) are adapted for assessment, are in practice and disseminated. This includes SOPs, operational guidelines, risk register, recipient registration tools, monitoring tools, CEA tools, information management tools in line with data protection requirements, communication materials).
- Oversee and support the delivery of the plan of action, including the RBM framework ensuring achievement of the set objectives and milestones.
- Supports financial risk management, including annual audit process and proper handling of financial irregularities, in line with established rules and regulations through working with FGU.
- Support the NS team to analyse the risks and complete the risk assessment including the measures to mitigate the potential risks. Engage the community as well as all relevant departments in the risk analysis and identification of measures to mitigate security and other potential programmatic risks.
Specific Responsibilities:
- Beside aforementioned support to the NorCross MENA countries, The CVA for health delegate will support NorCross Lebanon in providing support to the Host National Society for primary health centres scaling up utilizing the CVA for health modality.
Collaboration:
- Collaborate effectively through technical engagement with and support to NorCross country teams in MENA region to achieve desired humanitarian results in NorCross supported programmes, including through effective in country engagements.
- Maintain regular dialogue with Health Team in Programme Support Team (Global Health team Lead, Health and Climate etc) and Climate Disaster Response Team in DRMU ensuring technical input to key technical guidance and standards, including CVA, exploration of nutritional components in health programmes and the NorCross approach to health and climate
- Coordinate as needed with the Regional Finance, Admin, Logs and Proc team to ensure consistent accountability towards Norwegian Red Cross rules and regulations, guidelines and deadlines.
- Facilitate and plan for country visits by colleagues from National and Regional offices.
Formal Competence:
- University degree in medicine / public health or similar
- RCRC Movement CVA Practical Cash in Emergencies (PECT) trained.
- Other relevant CVA trainings
Skills and Knowledge:
- Cash for health programmatic expertise, including solid knowledge on roll-out of health (primary and community health) programmes.
- Experience in implementing cash and voucher assistance in humanitarian responses.
- Cash trained and able to train and build capacities of operational delegates and national teams on CVA.
- Experience leading and influencing the uptake of different aspects of CVA design and implementation (i.e.: CVA feasibility assessments, market analysis, response design including setting targeting criteria, transfer values and delivery mechanisms, encashment, and monitoring)
- Experience from CVA in health will also be highly desirable. Knowledge of health needs and responses is also desirable.
- Fluency in English in required.
- Arabic is an asset.
