NorCross supports Finance Development (FD) and Fundraising/Resource Mobilisation (RM) as part of 'National Society Development' (NSD). The objective is to support National Society (NS) partners in their efforts to grow into organisations that consistently deliver, through volunteers and staff, relevant country wide quality services to vulnerable people that can be sustained for as long as needed. Experience has shown that FD and RM assist National Societies to become strong, sustainable, independent and accountable humanitarian actors. The Norwegian RC support in this area, aims at improved integrity, financial transparency and stability, budgetary discipline, strategic decisions, efficient mobilisation and application of resources, sustainability and accountability across all sectors.
Norwegian Red Cross (NorCross) has supported the Lebanese Red Cross (LRC) over the years in developing their fundraising unit, strategy and implementation, as well as financial management development. With this support and guidance, Lebanese RC has achieved substantial results in both finance development and resource mobilisation at the national level and the corporate sector in particular.
The main purpose of this case study is to document this case for further learning and sharing. More specifically, the objectives are to:
Describe in a reader-friendly way the support given, step-by-step activities taken, the roles of NorCross, LRC and others in the process, for learning and sharing.
Document achievements in terms of strategy development, fundraising income, changed financial management procedures and improved processes, internal changes in communication and co-operation, as well as results in terms of improved external relations based on e.g. corporate relations and donor reporting.
Describe challenges encountered in the process, internally and externally, and how they were addressed or resolved.
Describe how the NorCross approach has added value.
Assess and summarize the key success factors including pre-conditions for the change process (e.g. LRC ownership, role of IFRC or NorCross focal point, the use of OCAC and 'behind the scene factors' etc.)
Identify lessons learned and recommend/suggest potential improvements to the program components and activities for ongoing and future work and to provide concrete examples of change process for adaptation in other contexts.
Deliverables
The study will result in a written document, with pictures, that, when accepted will be published as an official publication.
The text of the case study written in full, between 15–20 pages depending on the format;
A PowerPoint presentation for presenting the case study.
A webinar (no more than 2 hours), based on the power point to disseminate learnings from the case study and give space for global community of practice to share technical views on the case study.

Final Draft – Mid January, 2017
Qualifications, skills and experience required
Outstanding writing skills in particular case studies/success stories
Excellent experiences for collecting case studies, success stories etc
Awareness of relevant international standard and best practice approaches
Good understanding of FD/RM and sound understanding of development issues
Good understanding of the RC/RC Movement
Excellent written and spoken English language skills
A demonstrated ability (through previous similar assignments) to analyze, compile and synthesize information in coherent and succinct formats
