Program Evaluator- International Services (IS)
The Center for Victims of Torture is hiring a Program Evaluator to lead evaluation efforts for assigned projects including the design, development, and implementation of program monitoring, evaluation, and learning (MEL) initiatives in the International Services department. They may also collaborate on research initiatives within the Department. The Program Evaluator will work on one or more projects that focus on the delivery of mental health and psychological support and other services to survivors of torture, trauma, or human rights violations; the capacity development of service providers; and/or supporting human rights and justice-focused projects. This position will focus on CVT’s programs outside of the United States; the portfolio of programs is dependent upon specific areas of knowledge and skills of the Program Evaluator, as well as the needs of the programs.

We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Georgia and DC, as well as offices in Africa and the Middle East.
Responsibilities:
- Monitoring and evaluation: Consult with the appropriate Evaluation and Research Leads on approaches to evaluation for the relevant content areas, required/recommended tools and indicators, and review of major products/deliverables; conduct project performance monitoring and internal evaluation in alignment with MEL plans, department-level quality standards and MEL guidelines; develop and implement tools and systems for collecting, maintaining, and analyzing quantitative and qualitative data; maintain systems to ensure data quality, data protection, and adherence to ethical MEL standards; continually assess current practices continually and recommend enhancements to existing practices; deliver trainings on program monitoring, evaluation, and research; and, conduct regular site visits to assigned program sites.
- Learning: Respond to queries from project team and other stakeholders; effectively utilize data to inform program reporting and development; design and implement regular learning activities for the project team and partners; and, advise program staff and leaders on the implications of MEL findings for program planning and adaptation.
- Strategy, planning, and coordination: Collaborate with program management, program technical staff, implementing partners, and donor representatives; consider the perspectives and needs of diverse stakeholders including intended beneficiaries and external partners throughout all stages of the MEL process; contribute to proposal writing for continuation and new programming; develop and implement monitoring and evaluation plans in accordance with program designs; and, document major tools, decisions, analyses, etc. in clear, accessible locations and formats.
- Capacity development: Provide technical supervision, management, and oversight for MEL field staff; and deliver training and coaching on monitoring and evaluation principles and methods, including content related to tool creation, data collection, data entry, data analysis, and interpretation.
- Reporting: Produce dissemination products for internal and external audiences in alignment with department-level quality standards and MEL guidelines; and, contribute to regular donor and/or CVT reports in alignment with organization needs, contracts, and/or cooperative agreements.
- Other Duties: Contribute to cross-program MEL strategy for evaluation within relevant technical portfolios; participate in other department and organization-wide activities, meetings and trainings; contribute to a departmental and organization culture of inclusion and belonging; complete administrative responsibilities; participate in strategic planning, CVT working groups / committees, and other departmental or cross-project activities as assigned; and, perform other duties as assigned.
Qualifications:
Required education, experience, certificates, licenses or registrations
- Post graduate degree (e.g., MS) in a social science or a related field (e.g. psychology, human rights, sociology), with an emphasis on rigorous evaluation and/or research methods
- 2 years of experience in applied research, monitoring, evaluation, and learning
- Experience with a range of research and evaluation methodologies, including quantitative and qualitative approaches to data collection and analysis
- Experience developing data collection tools and processes
- Experience developing monitoring, evaluation, and learning systems
- Experience engaging people with diverse backgrounds in internal learning activities
- Experience working in international and intercultural settings
Preferred education, experience, certificates, licenses or registrations
- 5 years of applied evaluation experience
- Experience working on either/or of the following:
- Evaluation and research projects related to human rights violations, transitional justice, human rights movements, advocacy, or related areas
- Monitoring and evaluation of humanitarian service delivery projects, with sufficient understanding of mental health and psychosocial constructs to work with teams of mental health professionals in the development of population and context sensitive measures
- Experience integrating racial, gender and social inclusion principles into MEL
- Experience working with refugees and/or survivors of torture or other gross human rights violations
- Experience writing or collaborating on proposals, grants and reports to funding entities
- Experience in the interpretation of research findings for use in applied settings
- Experience working in settings outside of home culture or context
Competencies (knowledge, skills and abilities)
- Fluency in spoken and written English is required
- Fluency in Spanish, Kiswahili, French, Arabic, or another primary language spoken in relevant projects would be an advantage
- Ability to conduct and instruct in descriptive statistics, bi-variate inferential statistics, and reliability and validity analyses
- Ability to write reproducible syntax to manage, manipulate, and analyze data using statistical software such as SPSS or Stata
- High level of technical skills to design and implement data collection and analysis in either/or:
- Qualitative methodologies, particularly field-based projects using interviews or focus groups; case study design; and inductive and deductive analyses
- Quantitative methodologies, particularly construction of complex relational datasets; conducting multivariate analyses; and interpreting complex statistical models
- Ability to develop dissemination products for M&E results in various forms (e.g., reports, presentations, action learning teams, rapid feedbacking sessions) for audiences with varying levels of familiarity with MEL concepts
- Ability to independently produce technical reports for program teams and donors
- Excellent ability to provide training and mentoring, in diverse environments
- Ability to cope with multiple demands, manage priorities and meet deadlines
- Ability to work independently
- Ability to engage substantively in team processes, including technical and ethical consultation and peer review, and to give, receive, and utilize substantive feedback about technical products
- Ability to develop and maintain professional, collaborative relationships

- Ability to travel internationally, including to locations that may be remote and lacking in amenities
