Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners.

We are now seeking a Country Manager for Iraq to be based in Baghdad with Frequent travels to Erbil.

The Country Manager is the overall responsible for Norwegian Red Cross supported programmes in the country. He/she represents the organization vis-à-vis the Iraq Red Crescent National Society, The ICRC, The IFRC, other Partner Red Cross and Red Crescent National Societies working in the region, the Norwegian Embassy and international donors and organizations present in the country.
The position reports to the Middle East & North Africa Regional Representative of Norwegian Red Cross, based in Beirut.

Main responsibilities

• Overall management of humanitarian programmes in the country, ensuring that project planning, budgeting, monitoring and reporting is carried out in a timely and appropriate fashion in accordance with Norwegian Red Cross and our donor’s requirements, formats and standards

• Ensure close cooperation and coordination with the Iraq Red Crescent, providing guidance and support on programme development, quality assurance, management and admin/finance

• Monitor the implementation of programmes including Madad grant, ensure quality of programmes and application of recognized standards

• Provide guidance to the composition and development of the Norwegian Red Cross programme portfolio

• Maintain and ensure efficient communication and coordination with the Regional Representative • Monitor political, socio-economic and humanitarian trends

• Maintain communication with the Norwegian Embassy and other relevant international and national actors in Iraq

• Develop new project proposal in accordance with strategic plans and contribute to the application processes to NORAD, MFA, EU and other donors

• Budget holder for the Norwegian Red Cross office in Iraq

Qualifications and Personal Skills we are looking for

• Relevant university degree at minimum master level. Extensive and relevant field experience can compensate for the lack of a relevant university degree

• Minimum of 7 years of experience focusing on health programming including program design, implementation, monitoring and reporting

• Minimum of 3 years' experience in management and representation position

• Experience in strategy development/implementation, finance and risk management, people and performance management and project management

• Demonstrate an understanding of the socio-political situation of the region. Experience in working in the Middle East is an asset

• Excellent level of oral and verbal English is required, commend of Arabic or Kurdish is an asset

• Excellent communication skills

• Excellent cooperation skills in a multicultural environment

• Willingness to travel to field sites as required by the project

• Experience from working in complex and volatile contexts

• Experience with EU procedures, requirements and reports is an asset

• Professional experience from the RC/RC movement is an asset
