Health Delegate Myanmar

Purpose:

The Health Delegate position uses specific technical competencies to ensure that NorCross-supported projects through the NS (National Society) are designed and implemented according to established technical standards and best practices.

Strategic Responsibilities:

• Ensures that Norwegian Red Cross supported projects in relevant discipline are designed and implemented in line with established technical standards and project management methodologies.
• Trains and coaches Host National Society teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.
• Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalized technical standards in relevant areas.

Operational Responsibilities:

• Conducts technical assessments and scoping missions as requested and contributes technically to project development.
• Carries out regular field monitoring including investing on remote possibilities, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.
• Organizes technical mid-term reviews upon request and contributes to terms of reference and inception reports to final evaluations.
• Oversees data collection and provides technical support to quarterly and yearly country reports.

• Provides continuous follow up of technical input, support, and guidance to the relevant counterparts to implement activities with high quality standard.
• Provides trainings and coaches Host National Society project staff on the operationalization of established technical standards and when challenges arise during the implementation, herein:
• Participate in key movement and interagency health discussions, events, and meetings
• Provides surge support to other countries and regions, as relevant and upon the request of the Regional Office. Helps colleagues to understand and make use of available technical tools and methodologies.
• Promotes harmonization across regions and countries by monitoring use of common standards and tools.
• Implement Norcross health strategies and participate in key planning activities.

Collaboration:

• Works closely with the relevant thematic Coordinator / Advisor at the National Office (HQ), the regional office, as well as other technically competent colleagues in the same discipline in other countries and regions.
• Support collaboration with other RCM technical personnel to enhance overall humanitarian impact in the country.
• Collaborates with other technical advisors of HQ and regions as relevant.

Mission Specific Responsibilities:

• The Myanmar Health Delegate will be embedded in the MRCS (Myanmar Red Cross Society) in Yangon, Myanmar and is responsible to manage NorCross bilateral health programming with MRCS and maintain collaborative relationships between actors in the RCRC (Red Cross Red Crescent) Movement.
• In addition to Myanmar responsibilities, the delegate will be providing surge technical support to NorCross health activities in Bangladesh with the line management with the Deputy Regional Representative, should needs arise.
• Conduct health needs assessment and support regional management in decision-making regarding NorCross involvement in health programming with Bangladesh Red Crescent Society (BDRCS).
• Support the startup of NorCross-supported health activities in Bangladesh and quality assure these activities through regular country visits and coordination with other health actors.

Formal Competence:

• Higher University Degree in relevant technical discipline (health).
• Preferably, a medical doctor.

Skills and Knowledge:

• In-depth understanding of relevant technical standards and the operationalization of those standards in humanitarian projects.
• Proven experience in project management, including needs assessments project design, and reporting.
• Knowledge about building technical capacities of partner organizations.
• Strong experience in disaster planning and management, primary and community health, epidemic surveillance, SGBV (Sexual Gender Based Violence) and health systems strengthening.
• Knowledge on cash programming is preferred.
• English work proficiency is required; regional languages an asset.
• Advanced understanding of the use of innovative tools and approaches in relevant technical discipline, is an asset.
• Previous work in Myanmar or a similar Asian context.
• Cultural/contextual knowledge and sensitivities.
