The overall objectives for Norwegian Red Cross in Ukraine is to assist and help more than 200 000 people affected by the war. A genuine locally led partnership between the Norwegian Red Cross and the Ukrainian Red Cross (URCS), linking relief with long-term assistance, while ensuring responsible risk management, will contribute to build strong resilience of local communities. The priorities moving forward includes expanding existing operations in the most conflict affected areas and continue to invest in strategic capacity building.
Norwegian Red Cross is now looking for a Deputy Country Manager for our programmes in Ukraine. The role will support the Country Office operational coordination with the Red Cross movement at field level and be an important part of our team to be help vulnerable people in need in Ukraine. The role will also deputise for the Country Manager.
Duties and responsibilities
Strategic responsibilities:
- Support Country Manager to ensure operational coordination between Norwegian Red Cross and the Red Cross Movement in Ukraine, connecting support and programme function.
- Responsible for programme development and delivery of results - reporting on annual plans, liaising with Regional Office and National Office.
- Safety & Security: focal point and responsible for advice to Country Manager, who has the overall responsibility for Risk Management.
- Actively contribute to strategic discussions within the Norwegian Red Cross Country Office and in discussion with URSC.
- Acting as Country Manager when Country Manager is out of country.
Operational responsibilities:
- Focal point and responsible for ensuring that all projects supported by the Norwegian Red Cross reports on progress through quarterly and yearly reports and complies with established deadlines.
- In collaboration with health delegates, ensure regular monitoring of projects’ progresses and developments based on approved Plan of Actions and Logframes. Timely reporting of any deviation from established deadlines and milestones.
- Participate in assessments for the scale up of Norwegian Red Cross operations in Ukraine, strive to highlight operational opportunities and identify existing gaps and areas for improvements in our operations.
- Regular field visits to project locations (approx 50% in the field).
- Ensures reliable data and information collection from all projects in accordance with Norwegian Red Cross results framework and actively work with communication department to drafts yearly results reports.
- Ensures that Field Security Rules and Regulations for Norwegian Red Cross are updated and understood and oversees their compliance.
- Acquires fluency in the understanding and of Norwegian Red Cross work processes and digital tools.
Collaboration:
- Engage with the Regional European team in Oslo to ensure consistent accountability towards Norwegian Red Cross rules and regulations, guidelines and deadlines.
- Regular communication with colleagues at the Programme Support Team, Regional Team members at the Finance and Grants Unit and International Human Resources Unit.
- Facilitate and plan for country visits by colleagues on technical level from National and Regional offices.
- Liaise with National Office Security advisor in accordance with rules and regulations.
- Liaise with National Branches of the URCS to ensure smooth cooperation and collaboration in the oblasts of intervention.
- Support the Norwegian Red Cross in strengthening collaboration and cooperation with other INGOs and partners outside the RCRC movement and in relation to identified operational needs (referrals, gap analyses etc).
Qualifications
Formal competence:
- University Degree.
- Working experience relevant for focus.
Skills and knowledge:
- Proven ability to manage teams and programmes in challenging contexts.
- Excellent communication and writing skills.
- Successful track-record of donor applications and reporting on projects with measurable results.
- Fluency in English is required, regional language would be an advantage
- International driving licence (manual gear) is required.
