Purpose of Project and Background
The purpose is to support IFRC and the NORCROSS in the Americas growth and sustainability in health programming through effectively mobilizing funds and fostering strategic partnerships, strengthening the engagement with humanitarian donors, and to contribute to increasing a more predictable and diverse funding base.
The Consultant will support the Strategic Engagement and Partnerships Unit to conduct a detailed donor mapping process to identify specific funding opportunities for the health programming and components of the IFRC, and its Partner National Societies in the Americas, with special focus on sectors such as community and primary health services at the community level, health services delivery for people on the move, health in emergencies, and health in detention, chronic or non-communicable diseases and strengthening health systems in violent or conflict contexts. Specific geographic focus will be given to countries such as Ecuador, Colombia, Venezuela, Haiti, Mexico, El Salvador, Honduras and Panama.
Consultancy Objectives
The consultancy most focus on two main objectives:
- To develop a grant acquisition business plan which includes research on potential grant opportunities, assessing their alignment with organizational goals, with the objective of increasing and diversifying the funding base, analyzing funding trends and changing donor structures and priorities, as well as recommendations to pursue such opportunities and remain competitive in the funding landscape.
- To propose an action plan to engage and expand existing partnerships, which includes recommendations on new opportunities to collaborate with institutional donors, development banks and international foundation. This includes recommendation on positioning and visibility in donors’ forums and RC as well as collaborating with others to showcasing the impact of the organization's work.
For that, the following outcomes have been identified:
- Develop a donor landscape mapping matrix to capture strategic information from potential donors for IFRC and National Societies in the Americas related to health programming.
- Design and draft a grant acquisition and market intelligence analysis and business plan for IFRC Americas to include in the resource mobilization strategy in 2024 and 2025, together with the Norwegian RC and other Partner National Societies.
- Draft recommendation on donor engagement and positioning according to the findings of the donor landscape and market intelligence assessment.
Consultancy outputs
- Detailed timetable and matrix to elaborate donor landscape and funding opportunities mapping process.
- Matrix with donor trends, plans and specific funding opportunities for the Americas, as detailed before. Each should include funding modalities, calendar or timetable, and other relevant information.
- Grant acquisition business plan to pursue prioritized funding opportunities and to guide donor engagement process.
- Engagement and positioning guiding document, to pursue and prepare for the funding opportunities and donors mapped in before.
Method of Delivery and Reasons for selecting that method
The consultancy will be managed virtually. Regular follow up calls will be scheduled with the Strategic Partnerships and Resource Mobilization (SPRM) Unit in the Americas and other staff considered appropriate. All products will be shared in draft versions for comments and inputs from the SPRM Head of Unit and health technical leads. Specific meetings to provide feedback and inputs will be facilitated by the consultant.
Final products will be shared on a editable format and pdf documents as well.
Support to be provided to the Consultant
Consultant will receive support from Head of Unit and Senior Officer for Thematic Programming in the Americas, as well as the health team in the regional office. The consultant will also get support from the technical team of the Norwegian Red Cross technical staff in the Americas.
Briefing sessions will be coordinated to explain the consultant with the working model of IFRC in the Americas and to provide other background documents that can serve as context for the consultancy process.
Schedule for payment of fees
- First payment (20%) when the detailed timetable and matrixes to be used under this consultancy are prepared by the consultant and approved by SPRM Head of Unit in the Americas.
- The second payment (30%) will by paid with the approval of the donor landscape and funding mapping matrix is presented and approved by SPRM Head of Unit.
- Final payment (50%) will be done with the approval of the grant acquisition business plan and engagement guidelines are approved by SPRM Head of Unit.
Time Allocation, for Budget Purposes
Consultant will dedicate six weeks to this process. Specific timeline will be prepared by the consultant once the contract is signed.
Management of Consultancy
The consultant reports directly to the Head of Strategic Partnerships and Resource Mobilizations in the Americas.
