Organization: The Minnesota Center for Victims of Torture (CVT) works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture and war trauma. We provide direct care for those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota with offices in Africa and the Middle East.
Position: Monitoring & Evaluation Manager (Jordanian national only)
Location: Based in Amman with frequent visits to other CVT centers and potentially other areas within Jordan
Objective: The Monitoring & Evaluation (M&E) Manager is responsible for managing all activities in M&E department. The main tasks are compiling, analyzing, and reporting on confidential clinical and project activities data. S/he will implement and maintain data collection systems, monitor the integrity of collected data, and provide oversight for data collection processes. S/he will write or contribute to reports to a variety of audiences. S/he will consult with and support managerial and clinical staff about monitoring and evaluation and data-related issues. S/he will work closely with the Research Department at headquarters.

RESPONSIBILITIES & DUTIES
1.Managing Monitoring and Evaluation Systems:
· Monitors and supports all data collection and data entry processes, including project activities/services data and individual beneficiary clinical data
· Ensures timeliness and accuracy of M&E department functions
· Maintains updated electronic records of project activities and datasets of clinical data
· Provides assistance to project staff to ensure accuracy of data
· Detects and resolves data integrity issues, regularly completes thorough data cleaning procedures
· Maintains well organized and documented archives of clinical data and service records; regularly provides data to headquarters
· Ensures confidentiality of paper and electronic data and that ethical practices are observed and in accordance to the Organization’s policies
· Ensures data files are backed up after each wave of data entry
2.Monitoring: Oversee all data and data collection processes to ensure adherence to relevant standards, especially as related to clinical assessment measures. Identify problems with data collection, including patterns of missing data, low internal reliability, problematic content of particular questions, and so on. Collaborate with clinical, research, and administrative staff to solve data-related issues. Report issues to Clinic Manager, Country Director, and/or Research Department. Ensure practices comply with CVT M&E procedures.
3.Data Analysis: Analyzes and interprets results for reporting and other purposes using Excel, SPSS, or other programs. Calculates frequencies, descriptive statistics, and generates figures and graphs. Analyzes clinical outcomes using crosstabs, t-tests, Cohen’s D, and other statistical techniques. Devise and conduct additional analyses as needed to respond to requests and proactively address substantive evaluation or clinical questions.
4.Reporting: Contributes to regular reports for both internal and external audiences. External reports include to funders and local authorities; internal reports include monthly reports to headquarters, requests from research, clinical, policy, or administrative staff, or other ad hoc requests. Cooperates with team to ensure reports are prepared and submitted by deadlines. Ensures M&E data represented in all reports are accurate.
5.Consultation and Communication: Consult across departments with CVT staff concerning data management, data collection, data analysis, or evaluation topics. Maintain proactive communication with clinical staff and Research Department. Participate in clinical meetings as possible. Gain familiarity with clinical work. Gather meaningful questions from clinical or administrative staff about CVT beneficiaries or programs; where possible, conduct analysis and present results from CVT data to address such questions.
6.Department Leadership: Manage performance of supervisees and provide regular feedback both through formal and informal assessment. Manage day-to-day operations of the M&E department, including managing the M&E team that provides services across CVT Centers in Jordan. Maintain a clear understanding of each member’s workload, current tasks, and outstanding issues. Facilitate regular and effective communication within the department, including convening regularly scheduled meetings with all M&E staff. Develop workplan for department and ensure goals are met. Promote collaboration between different departments
7.Supervision and Training: Conduct on-going supervision, training, staff support, promote self-care, mentoring, and modeling to M&E Staff. Design and carry out training programs for the M&E department and wider interdisciplinary team. Continually assess learning needs of M&E staff, develop and modify individual professional development plans, and adapt training and coaching accordingly. Adapt training style, content, and frequency to meet both individual and team needs. Participate in the hiring and orientation of local M&E staff. Provide expertise and training to other staff on evaluation research activities and the appropriate interpretation and use of evaluation data and participate in the orientation of clinical and program staff.
8. Assists with any other related activities as deemed necessary by the Clinic Manager, Country Director, and/or Research Department.
GENERAL CONDITIONS:
1. Maintains strict confidentiality of data. Is strictly committed to respect the Organization’s confidentiality policy, not to use any information that s/he knows outside the Organization, and not to approach (potential) beneficiaries for their involvement in project activities without prior approval of her/his supervisor
2. Maintains neutrality regarding any sensitive issues such as religion, ethnicity or political affiliation
REQUIRED QUALIFICATIONS
· Minimum of bachelor’s degree in social sciences, management information systems, business, or related field with substantial research and/or data analysis training component
· At least 5 years of specialized experience in designing or managing research projects, conducting program evaluations, conducting statistical analyses, and managing data in a work setting
· Excellent computer skills in Microsoft Office (particularly Excel, Word)
· Competence in SPSS and/or other statistical software package; familiarity with relational databases
· Excellent numeracy skills, including knowledge and skills in statistics and psychometrics
· Excellent written and spoken communication ability in both Arabic and English
· Ability to communicate in a highly professional manner with a variety of audiences
· Ability to work independently, self-motivated, able to consistently meet deadlines
· Good team player, able to take directly and work collaboratively with others
· Excellent interpersonal skills, strong written and verbal communication skills
· Highly organized and detail-oriented
· Interest or commitment to international human rights and the field of humanitarian work
DESIRED QUALIFICATIONS
· Advanced degree or other certifications in social science, computer science, program evaluation, etc.
· Experience with online surveys, such as SurveyGizmo
· Experience working in a humanitarian setting, particularly with refugees
· Experience working in a clinical / mental health setting
