As a direct result of the devastating Super Typhoon Haiyan in November 2013, Norcross expanded its partnership in the Philippines and established a sub -office in Balangiga, Eastern Samar province in early 2014 which acted as the focal point for its Haiyan Recovery programme with the Philippine Red Cross (PRC). The programme ended in December 2016 and incorporated Health, Shelter and WatSan components. Specifically, the construction of health facilities, core shelters and new latrines, support to households to repair their damaged shelters, technical carpentry and various health and community WatSan training, construction health and WatSan component (PHAST and PSS), as well as developing a sustainable livelihoods approach. Disaster Risk Reduction (DRR) and Branch development were also included as supporting functions under National Society Development. All programming was implemented in a fully integrated manner in line with PRC’s recovery model.
The Norwegian Red Cross and Philippine Red Cross had a close working relationship during the duration of the 3-year programme. Norcross delegates’ roles have been to assist and facilitate, while the implementation has been the responsibility of the Philippine Red Cross.
The Norwegian Red Cross (Norcross) seeks to evaluate the impact and effectiveness of the Philippines Haiyan Programme, implemented by the Philippines Red Cross (PRC) with support from the Norwegian Red Cross, during the period from 2014 - 2016, to identify key lessons and receive recommendations to improve ongoing and future programmes and activities. Though a mid-term evaluation was completed in 2015 on the WatSan and Shelter components of the programme, now is time to include the health portion of the programme and have a final and more comprehensive look. The Norwegian Red Cross channelled more than NOK 80 million from public and government sources in the Philippines as part of this recovery operation and this evaluation will help understand the impact and value of this support over the almost 3-year period.
The objective of the evaluation is to:
Review and assess the programme designs and effectiveness;
Provide recommendations/adjustment/improvements for intervention designs (Health, Shelter and WatSan);
Evaluate the quality of the construction in each of the 3 projects and assess whether they are in line with Federation/cluster and PRC requirements;
Review and assess the distribution of materials and cash support.
If time permits, the following additional areas can also be touched upon in the evaluation:
A. Review the working relationship between PRC and Norcross;
B. Preliminary cost benefit (value for money) analysis;
C. Review the supply chain and the challenges encountered;
D. Review whether necessary resources were made available;
E. Review record keeping;
F. Assess whether Norcross maximized its strengths and appropriately supported its weaknesses in the Haiyan context.
G. Recommend future scope and scale of Norcross recovery operations in the Philippines or the Asia Pacific region.
The evaluation will consist of desk studies of relevant program documents, agreements and strategy documents as well as field research. The evaluation team will carry out interviews and focus groups with relevant staff at Norcross, PRC, ICRC beneficiaries and other relevant stakeholders in combination with collecting quantitative information via surveys. The consultant is responsible for developing a methodological framework for the evaluation.
The duration of the evaluation is approximately 15-20 days, including briefings, desktop review, field work, report writing, presentation, and follow-up. The evaluation will be conducted during the period of March to April 2017.
Consultant Profile
We are looking for post disaster recovery profile with knowledge and experience of Red Cross and its mandate. Two persons should comprise the evaluation team, one serves as a team leader. The team must be gender balanced and have experience conducting external evaluations for the Red Cross Red Crescent movement and/or large international NGOs. Background in post disaster community based recovery and shelter and wash/health is preferred. Knowledge of the local culture, language and community in the Philippines is an advantage.
