Philippines: Final review of the Philippines Haiyan recovery WASH programme

The Norwegian Red Cross (NorCross) seeks to review the impact and effectiveness of the Philippines WASH programme, implemented by the Philippines Red Cross (PRC) with support from the Norwegian Red Cross, in the period from August 2014- December 2015, to identify key lessons and receive recommendations to improve ongoing and future programmes and activities.

The Philippines WASH programme consists of two components: latrines with septic tanks linked to core shelters and PHAST implementation. The project was well anchored in the community with beneficiaries and local government involvement throughout the project planning and implementation.

Latrines construction. To date, 100% (3,726) of latrines have been constructed in 62 Barangays of 8 municipalities, with an average of 80 latrines built per week Hygiene Promotion (PHAST). To date PHAST implementation is about to finish first week of December in the 8 municipalities mentioned above and going ahead with end line assessment and impact analysis.

The primary internal audience for this evaluation is the NorCross HQ and field-based personnel, PRC staff and volunteers, the beneficiaries, IFRC and ICRC regional and field-based personnel.

The duration of the review is 15 days, including briefings, desktop review, field work (either February 15th to 26th or March 1 - 11th), report writing, presentation, and follow-up. The evaluation will be conducted during the period February to March 2016. Deadline for delivering draft final report is April 1st 2016.

The review will take place in the Philippines (8 municipalities of Eastern Samar, as follows; Lawaan, Balangiga, Guiporlos, Quinapondan, MacArthur, Salcedo, Mercedes & Guiuan)

The review will consist of desk studies of relevant program documents, agreements and strategy documents as well as field research. The evaluation team will carry out interviews and focus groups with relevant staff at NorCross, PRC, ICRC beneficiaries and other relevant stakeholders in combination with collecting quantitative information via surveys. The consultant is responsible for developing a methodological framework for the review.

We are looking for WASH and PHAST specialists with community mobilization experience. Knowledge of the local culture, language and community in the Philippines is an advantage. The consultant will work in a team together with the Norwegian Red Cross WatSan Coordinator. The consultant will serve as the team leader.

  5. A brief description of your firm or institution (for applicants other than individual contractors).

  6. At least one example of an evaluation report most similar to that described in this TOR.
