Organization: The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota with offices in Africa and the Middle East.

The Partners in Trauma Healing (PATH) Project collaborates with torture rehabilitation organizations across the world, focusing on three areas: mental health treatment and healing, program evaluation and organizational development. The funding is from USAID.

Title: Financial/Compliance Consultant

Timeline: The consultancy will begin May 2017 and be completed by October 2017, with a possibility for extension. Over the course of the PATH project, CVT anticipates the need for further technical assistance for partner organizations in the areas of financial management and US government compliance issues; depending on qualifications and experience, the consultant performing this initial scope of work would be considered for such additional assignments.

Project Description: CVT seeks a consultant to assess the accounting and financial management systems, including organizational policies and procedures, of two different Turkey-based organizations providing services to Syrian refugees. These assessments are required before CVT issues subgrants to these organizations and will ultimately result in an organizational risk level assignment of low, medium, or high. The assessments will take place in person with some remote discussion and document gathering expected in advance. The consultant will be provided a pre-award assessment tool to use as the basis of his/her evaluation, with the expectation that the consultant will draw on his/her expertise in making recommendations to CVT about how the tool might be improved or adapted.

Deliverables: Two complete pre-award assessment reports to present to CVT and to the respective organizations, with copies of back-up documentation to support conclusions and risk assignment. One trip report of approximately 5-10 pages, following the CVT-provided template. These reports must all be provided in professional-level English.

Location: Must be based in Middle East/North Africa and able to travel to southern Turkey for 1-2 weeks.

Reporting to: Program Manager and Grants Accountant Academic and experiential qualifications:

Required education, experience, certificates, licenses or registrations: • 5+ years’ experience in accounting and/or grants management of international development projects, preferably in the region • At least 3 years’ experience managing the financial requirements of USAID-funded projects • University degree in accounting preferred

Competencies (knowledge, skills and abilities) • Demonstrated flexibility to changing requirements and needs. • Fluency in English, knowledge of Arabic strongly preferred. • Excellent interpersonal, written and verbal communication skills and ability to communicate effectively with individuals at all levels • Working knowledge of Microsoft Office suite (Outlook, Word and Excel) • Interest in/commitment to human rights
