Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners.
We are now seeking a WASH Delegate for Syria to be based in Damascus.
The WASH delegate will report to the Country Manager based in Damascus with technical and strategical reporting lines to the regional WASH delegate based in Lebanon and to the global WASH advisor based in Oslo. The WASH Delegate will be based at the office of the Syrian Arab red Crescent (SARC) and work closely with the Water Team of SARC. Frequent travels to the field should be expected. The WASH delegate will be responsible for ensuring that the Norwegian Red Cross supported WASH programs are successfully implemented. All aspects of the work will be undertaken in close cooperation with SARC’s water team staff.
Main responsibilities will include:
1. Project development and project management
- Support SARC in the development and coordination of WASH projects during the project's planning, design, budgeting, implementation, monitoring, evaluation and reporting phases.
- Participate in the evaluation and tender processes including the selection of contractors and/or water equipment for the implementation of WASH projects.
- Supervise engineering activities related to the WASH projects.
- Assume responsibility for design review, quality assurance, and inspections of water systems.
- Provide technical support to hygiene promotion team in designing, implementing and monitor hygiene promotion activities.
- Lead the process of developing emergency response plans for WASH at branch and HQ level; and periodic review and replenishment of the emergency stock.
- Ensure that environmental and sustainability concerns are addressed within the project design.
2. Advisory and coordination
- Advise SARC water team and NorCross Country Manager on project management, monitoring and new project initiatives.
- Coordinate WASH programs with other partners and with the WASH Sector.
- Ensure that lessons learned are documented and that good practices are institutionalized.
3. Facilitation of training and capacity building
- Develop training curriculums and facilitate trainings.
- Ensure that SARC is adequately trained and equipped and can respond timely and effectively to WASH emergencies.
- Provide management and advisory support to project and field teams.
- Work with SARC Water Team to identify training gaps and prepare capacity development plans.
Qualifications and Personal Skills we are looking for
- Master degree in civil engineering, water engineering, or related courses.
- At least 10 years’ experience in engineering, design and project management experience of water supply, water quality, sanitation, and related fields in developing countries (including semi-permanent shelter).
- Extensive experience in contracts management for water supply and sanitation.
- Experience working in implementing hygiene activities including developing and testing IEC materials.
- Proficient in at least two or more community participation methodologies and tools being applied in WASH programs.
- Experience working in a multi-cultural environment, excellent interpersonal and communication skills, both oral and written.
- Experience with managing multiple projects with demonstrated high levels of organization skills.
- Working knowledge of English, both written and spoken (Required).
- Working knowledge of Arabic, both written and spoken (Highly recommended).
- Experience in capacity building, mentoring and managing staff.
