Panama: Regional Representative Americas

Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross societies. Norwegian Red Cross has established regional- and country representations, to ensure proximity to key partner Red Cross / Red Crescent societies as well as donors and international partners. We are now seeking a Regional Representative Americas to be based in Panama City, Panama.

The Regional Representative is the main responsible for Norwegian Red Cross’ operations in Americas. The Regional Representative ensures that the work in the Americas is fully aligned with the global strategies and complies with rules and regulations of the Norwegian Red Cross. The position is responsible for supervision and support to Red Cross country managers in Honduras, El Salvador, Guatemala, Cuba and Colombia, and is accountable for the results of long-term and emergency interventions supported by the Norwegian Red Cross. The Regional Representative is the Team Leader of the regionally based field team, ensuring a good team relationship and a functional division of labor and tasks within the team.

Norwegian Red Cross in Americas works within the Red Cross Red Crescent Movement to enhance community resilience in priority areas. This is achieved through improving the health of vulnerable groups affected by crisis and violence; and taking action to prepare for and respond to disasters. The main partners to the Norwegian Red Cross are the Red Cross National Societies in Honduras, Guatemala, El Salvador, Cuba and Colombia. Successful operations depend on their country wide reach and volunteer network. Strengthening our National Society partners’ accountability and ability to respond to the needs of vulnerable people is therefore a priority.

The Regional Representative reports to the Head of Programs at Norwegian Red Cross headquarters in Oslo, and is part of Norwegian Red Cross extended management group.

Main responsibilities and tasks:

• Represent Norwegian Red Cross in the region, towards partners, donors and the general public

• Be updated on humanitarian context; ensure good analyses of important humanitarian trends in the region

• Lead the operationalization of the international strategy at regional and country levels

• Oversee the development and management of country programs in accordance with identified needs, quality standards, strategic plans and partnership approach

• Provide support and guidance in relation to catastrophes, crisis and armed conflicts in the region, based on identified needs and in accordance with HQ priorities

• Be a good team leader and line manager; lead and oversee all HR processes for Norwegian Red Cross delegates in the region

• Oversee guide and support country specific security framework implementation.

Selection criteria

Required:

• minimum 10 years of relevant work experience

• minimum 5 years of relevant leadership experience

• field experience of at least 5 years in a developing country

• experience in financial management of at least 1 million dollars or more per annum

• tertiary education at Master’s degree level in a relevant field

• fluent written and oral Spanish and English

• excellent communication and interpersonal skills

• valid driving license (class B1)

Preferred:

• humanitarian field experience in Latin America

• operational knowledge of one of the following areas: Disaster Management, Health, WASH, Protection or PMER

• good knowledge of the Red Cross Movement
