Purpose
Assess approach and results of the Norwegian Red Cross’s (NorCross) Organizational Development (OD) i.e.; branch development, strengthening of governance and management structures and CWFNS- characteristics of a well-functioning society, the development of sound financial systems and management, support to Madagascar, Lesotho and Zimbabwe National Societies and provide recommendations on specific areas of improvement aiming at strengthening partner’s sustainability and independence in alignment with overall guiding documents (*Strategy 2010, National Society Development Framework 2013, Framework and Principles for NorCross support to National Societies’ Organisational Development*).
Duration
The duration of the review is 30 days, including briefings, desktop review, field work, report writing, presentation, and follow-up. The review will be conducted during the period February 2016 – March 2016. Deadline for delivering draft review is 1st of April and for final report is 8th of April 2016.
Methodology
The review will consist of desk studies of relevant program documents, agreements and strategy documents, ii. Interviews and focus groups with relevant staff at NorCross, Red Cross National Societies in Zimbabwe and Madagascar. For Lesotho the review will be based on the first (i) criteria and skype meetings with the National Society according to need. The consultant is responsible for developing a methodological framework for the review, preferably with mixed methods.
Location
The review will mainly take place with Red Cross National Societies in three countries in Southern- Africa (field visit to Madagascar and Zimbabwe) with some interviews as well at NorCross Oslo headquarters.
Application requirements
NorCross is looking for a consultant who must be fluent in English and preferably French. The consultant should have expertise in organizational development. The consultant should have proven review/evaluation experience in relevant fields, documented reporting skills and an understanding of the IFRC and the Red Cross Movement is desirable.
