The Norwegian Red Cross (NorCross) has been present in the Asia Pacific Region since the 1980’s, working in emergencies and development through a combination of long term bilateral partnerships and multilaterally through IFRC and ICRC. The overall objective of NorCross’ support in Asia is to reveal, prevent and alleviate human suffering and distress, and the main strategic goal is to reduce the vulnerability of communities and prevent loss of life. NorCross engages with Red Cross/Red Crescent National Societies' in the region in strategic partnerships that include technical programmatic support, financial support and capacity building of the organizations. In Afghanistan, the NorCross team is expanding its bilateral support to Afghanistan Red Crescent Society (ARCS) due to the increasing humanitarian needs and increasing pressure on ARCS as one of the only agencies with access in many areas. In 2016 the Afghanistan office started two large review processes in its main areas of support in Health and Logistics development. Results reflect a need to increase the operational support to ARCS based on the increasing humanitarian needs as the overall situation in the country deteriorates. Increased support in the field during the daily operations and regular response activities have been identified as key request from ARCS management.

From 2018 NorCross will support ARCS more directly on Primary health care in emergencies and first aid in conflict affected areas focusing on support to specific geographical areas in coordination with ICRC and IFRC.

The Health Delegate will maintain and ensure efficient technical and programme support to Afghanistan Health operations. The Delegate will conduct regular field visits and provide technical support to field teams and provide capacity building and coaching to ARCS colleagues (both remotely and face to face). Moreover, the Delegate will ensure surge support during small/medium scale disasters and emergencies. The Health delegate reports to the Country Manager Afghanistan. The Health delegate will have personnel responsibilities for health staff.

Responsibilities:

  • To assist in contributing towards building resilient communities through integrated approaches across thematic areas

  • To support the ARCS in their efforts to develop their organization and strengthen their ability to respond to the needs of vulnerable people

  • To support ARCS in their long-term health service delivery programmes.

  • Support the implementation of the recommendations and revised Plan of action (PoA) of ARCS for 2018 onwards and revised ARCS Health Policy and Strategy

  • Coordinate the finalisation of the NorCross support to ARCS Health programme for 2018-2020 based on the analysis already developed and further in-country planning with ARCS and Movement partners, considering the need to adapt an Operational Alliance model in order to ensure the most effective support to ARCS.

  • Finalise the development of the PMER tool box to be managed by NorCross for the health programme, considering NorCross internal PMER system. Ensuring ARCS continue to develop and improve their own internal PMER systems.

  • Support the scale up of support to ARCS on the medical logistics component based on the recommendations of the ARCS Health, Logistics and ICRC Pharmaceutical Reviews.

  • Support the joint operations with ICRC in the field, ensuring joint operations are smooth and allowing for increased cooperation and efficiency in medical logistics.

  • Support the development and the implementation of safer access initiatives, planned through the Movement Safer Access Committee, including but not limited to:

    • Policy, strategic guidance, mapping & SoP development.

    • Contributing to the analysis of access to health care and supporting ARCS in their allocation of services based on the changing humanitarian landscape.

    • Learning & development (SAF across health & care program).

    • Working with healthcare workers.

    • Emergency health preparedness & protection of health care services (infrastructure, supply chain, health services)

    • Staff safety & wellbeing.

    • Contribute to the Humanitarian Diplomacy initiatives on access to health care in Afghanistan and Health Care in Danger work in Afghanistan.

  • Provide technical input, support and guidance to the relevant counterparts to implement activities with high quality standard.

  • Identify operational challenges as they arise, assist in providing technical/managerial solutions on process, project implementation, and resources.

  • Liaise with ARCS branches, RO and SDs offices in the Region on a regular basis to ensure technical assistance is provided to projects when required.

  • Maintain a continuous follow up on technical assistance and ensure solutions and process are understood and applied.

  • Provide technical inputs into proposal design and ensure projects focus on maximizing efficiencies, impact and integrated approaches.

  • Assist in providing advice to the programme management on programmatic strategy including where to focus program resources and how to develop operational relationships.

  • Provide technical support and assist field teams in reporting to ensure high quality standard.

  • Provide support to the regional office in NorCross operations and support in the Asia region.

  • Provide rapid field programme assistance and support during emergencies.

  • Conduct regular field monitoring, evaluate and suggest changes and improvements in programme and materials based on observations and discussions with Movement Partners.

  • Promote harmonization of approaches and methodologies across the different zones and regionals and programmatic areas by developing and monitoring use of common tools, as well as creating opportunities for experience sharing and learning.

  • Identify individual training needs and ensure access to training and professional development opportunities appropriate to the skill gaps and needs.

  • Provide regular field training and mentoring to teams in the field.

  • Provide supportive coaching and supervision to project teams when challenges arise during the implementation.

  • Assist the Country manager in appraisal, job descriptions, ToRs for external field missions etc.

Requirements and personal skills we are looking for:

  • Degree in public health

  • Minimum of 3 years professional experience in development projects preferably within the RC/RC movement

  • Experience in capacity building in health facilities such as clinics and mobile health initiatives and participatory approaches such as CBHFA and PHAST

  • Experience in contexts where the negotiation of humanitarian access has been necessary

  • Proven experience in budgeting and budget management

  • Strong analytical and communication skills and ability to multi-task under pressure and yet remain effective and productive.

  • Minimum 5 years of relevant work experience

  • Minimum 2 years of management experience

  • Minimum 5 years of field experience in complex humanitarian context.

  • Fluent written and oral English

  • Basic Dari, and Pashto is an advantage

  • Excellent IT skills

  • Adheres to the fundamental principles of the Red Cross Movement and acts accordingly (Humanity, Impartiality, Neutrality, Independence, Voluntary service, Unity and Universality).

  • Excellent leadership and collaboration skills.

  • Works to promote a culture of continuous learning and has a performances based focus.
