The Red Cross and the Red Crescent Movement is composed of 190 national societies, the International Committee of the Red Cross and the International Federation is the largest network of humanitarian actors, with 100 million members and volunteers. The Red Cross in Norway has 130000 members and close to 30000 volunteers carrying out activities through the more than 400 offices locally based.
The Norwegian Red Cross is looking for a program delegate based in Erbil, Iraq.
Norwegian Red Cross, together with its partner the Iraq Red Crescent Society (IRCS) in Iraq, supports projects and programmes on health, water and sanitation, relief and finance development. The overall goal is improving community resilience and reaching the most vulnerable people, while achieving greater and more measurable impact.
The Iraq Program Delegate is responsible for the implementation and quality assurance of NorCross supported projects in Northern Iraq and to follow-up up on the results’ achievement and reporting. This includes Health and WASH programmes in Erbil, Dohuk and Mosul supported among others by EU MADAD and the Norwegian Ministry of Foreign affairs as well as other projects in his/her area of operation.
Main responsibilities
Supervise the implementation of the health and hygiene promotion activities within the framework of the project “Addressing Vulnerabilities of Refugees and Host Communities in Five Countries Affected by the Syria Crisis” funded by the EU Trust Fund in close collaboration with NorCross Country Manager.
Supervise the implementation of recovery, health and WASH activities within the Norwegian MFA funded project in Northern Iraqi governorates in close collaboration with NorCross Country Manager.
Supervise the day to day activities of the different NorCross projects in Northern Iraq and Mosul/ Ninewa and ensure that these activities are running according to the plan of action and budget allocated.
Follow up on all administrative procedures within IRCS and be the overall responsible for the logistical setup of projects in his/her operation areas including but not limited to trainings, workshops, field visits and others as needed.
Liaise with IRCS health and Watsan departments at IRCS HQ on project planning, implementation and evaluation on continuous basis
Perform frequent field visits to implementation sites in his/her operation area to ensure the quality in execution of activities.
Prepare timely activity reports along with the relevant IRCS departments
Assist in the preparation of timely financial reports and reconciliations along with IRCS finance department and finance delegate
Attend and represent NorCross in different meetings with partners as coordinated with the country manager
Qualifications and Requirements
Relevant higher education in humanitarian affairs or related field;
Previous experience managing health and/or WASH projects highly preferable
Minimum three years of relevant work experience for humanitarian organizations in refugee/IDP settings,
Knowledge of project development, implementation, monitoring and reporting is essential to this post
Experience in developing and delivering trainings to develop staff and volunteer capacity.
Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
Good financial management and IT skills
Previous experience working in emergency contexts in MENA region is an asset
Prior RCRC movement experience is a strong asset
