Jordan: Monitoring and Evaluation Manager (Jordanian nationals only)

Summary: The Monitoring & Evaluation (M&E) Manager is responsible for monitoring and supporting all data systems in M&E department and analyzing data for program evaluation. The main tasks are compiling, analyzing, and reporting on confidential clinical and project activities data. S/he will implement and maintain data collection systems, monitor the integrity of collected data, and provide support and oversight for data collection processes. S/he will conduct statistical analyses of data and will write or contribute to reports to a variety of audiences. S/he will consult with and support managerial and clinical staff about monitoring and evaluation and data-related issues. S/he will supervise M&E staff. S/he will work closely with the Research Department at headquarters. S/he will provide overall management support for the monitoring and evaluation systems.

Job Responsibilities:

  1. Manage Monitoring and Evaluation Systems and Data Quality (35%): • Monitors and contributes to all data collection and data entry processes, including project activities/services data and individual beneficiary clinical data • Provides assistance to project staff to ensure validity and reliability of all data • Detects and resolves data integrity issues, regularly completes thorough data cleaning procedures • Maintains well organized and documented archives of clinical data and service records; regularly backs up all data and provides data to headquarters Ensures confidentiality of paper and electronic data and that ethical practices are observed and in accordance to the Organization’s policies • Identifies problems with data collection, including patterns of missing data, low internal reliability, problematic content of particular questions. • Collaborates with clinical, research, and administrative staff to report and solve data-related issues • Ensures practices comply with CVT M&E procedures

  2. Data Analysis for Program Evaluation (20%): • Regularly analyzes clinical outcome and service/activity data. • Analyzes and interprets results for reporting and other purposes using Excel, SPSS, or other programs, including writing syntax files for statistical software packages. • Regularly calculates frequencies, descriptive statistics, and generates figures and graphs. • Analyzes clinical outcomes using crosstabs, t-tests, ANOVA, Cohen’s D, and other statistical techniques. • Proactively devises and conducts additional analyses as needed to respond to requests and proactively addresses substantive evaluation or clinical questions. • Conducts data analyses that are of high quality, using rigorous and appropriate statistical methodology, and responds to clinical and program requests for analyses. Accurately interprets statistical analyses. • Able to independently design and implement accurate and relevant statistical analyses.

  3. Reporting (25%): • Contributes to regular reporting for both internal and external audiences, including by ensuring data represented in all reports are accurate. External reports include to funders and local authorities; internal reports include monthly reports to headquarters, requests from research, clinical, policy, or administrative staff, or other ad hoc requests. • Cooperates with and provides leadership to team to ensure reports are prepared and submitted by deadlines.

  4. Supervision and Training (10%): • Conduct on-going supervision, formal training, staff support, promote self-care, mentoring, and modeling to M&E staff. • Design and carry out training programs for the M&E department and wider interdisciplinary team. Continually assess learning needs of M&E staff, develop and modify individual professional development plans, and adapt training and coaching accordingly. Adapt training style, content, and frequency to meet both individual and team needs. • Participate in hiring and orientation for new national M&E staff.

  5. Consultation and Communication (5%): • Consults across departments with CVT staff concerning data management, data collection, data analysis, or evaluation topics. • Promotes mutual understanding and maintains proactive communication with clinical staff and Research Department, including participation in clinical meetings as possible. • Gathers meaningful questions from clinical or administrative staff about CVT beneficiaries or programs.

  6. Assists with any other related M&E activities as deemed necessary by the Clinic Manager, Country Director, and/or Research Department (5%).

Reports to: HQ Research Associate (technical) and Country Director (adminstrative)

Supervisory responsibilities: Monitoring Officer and Data Entry staff

Collaboration: Internal: (in country) Other (Associate) Psychotherapist/Trainers, (Associate) Physiotherapist/Trainers, Social Services Manager, Clinic Manager, national clinicians, program staff, and (Deputy) Country Director.
(HQ) International Services Program Team, Research Department

External: Donors, funders

REQUIRED QUALIFICATIONS • Minimum of bachelor’s degree in statistics, mathematics, social sciences, management information systems, business, or related field with substantial research and/or data analysis training component • At least 3 years of specialized experience in designing or managing research projects, conducting program evaluations, conducting statistical analyses, and managing data in a work setting • At least 1 year of experience providing direct supervision or management • Excellent/Advanced computer skills in Microsoft Office (particularly Excel, Word, Access) • High level of competence in SPSS and/or other statistical software package; familiarity with relational databases; ability to write syntax for SPSS and/or other statistical software • Excellent numeracy skills, including knowledge and skills in statistics and psychometrics • Excellent written and spoken communication ability in both Arabic and English • Ability to communicate in a highly professional manner with a variety of audiences • Ability to work independently, self-motivated, able to consistently meet deadlines • Good team player, able to take directly and work collaboratively with others • Excellent interpersonal skills, strong written and verbal communication skills • Highly organized and detail-oriented • Interest or commitment to international human rights and the field of humanitarian work

PREFERRED QUALIFICATIONS • Advanced degree or other certifications in statistics, social science, computer science, program evaluation, etc. • Experience with online surveys, such as SurveyGizmo • Experience working in a humanitarian setting, particularly with refugees • Experience working in a clinical / mental health setting

Work Environment: • Typical office environment • This position will be based in Amman the position may travel to other work sites. Occasional travel by car/van to other sites or cities in Jordan may be requested.

Physical Demands: While performing the duties of this job, the employee is regularly required to talk and hear. The employee frequently is required to sit; stand; walk; use hands to finger, handle or feel; and reach with hands and arms. This position requires the ability to occasionally lift office products and supplies, of 10 to 15 pounds. This position may require occasional car travel up to 3 hours per one-way journey.
