Country Manager Delegate in Lebanon (MENA)

The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers in 190 countries. The RCRC Movement’s mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. The international engagement of NorCross is based on and guided by humanitarian needs and the humanitarian imperative aiming at achieving humanitarian objectives. Internationally, NorCross operates exclusively inside the framework of the RCRC Movement, and has established regional and country offices to ensure decentralized decision-making and proximity to partners and projects.

The ability of National Society partners to respond adequately to actual needs of the affected population is an important strategic choice for NorCross. In Lebanon we focus on Health, including water, sanitation and hygiene(WASH), as well as multi-purpose cash assistance. Lebanese Red Cross(LRC) is well placed and NorCross will continue to support LRCs organisational development.

NorCross objectives in Lebanon:

  • ensure that conflict-affected refugees and host communities have improved access to quality health services, potable water, sanitation and hygiene

  • provide targeted support to LRC on finance development, including resource mobilization, and results based management to enable effective response to on-going and future crises

  • seek to enable collaboration among RCRC partners, particularly with regards to health, while supporting LRC leadership in country coordination

The overall responsibility as Country Manager in Lebanon:

  • Maintain and ensure efficient communication, information flow and coordination with the regional team and with relevant coordinators at the National office.

  • Develop and maintain close partnerships with LRC as well as with the RC/RC Movement

  • Maintain communication vis-à-vis the Norwegian Embassy/Consulate and international donors, such as ECHO, and other relevant actors in the country

We seek a person who;

  • quickly understands and analyses complex challenges and comes up with sound and rational solutions

  • builds a useful network of contacts and relationship and utilizes it to achieve objectives

  • co-operates well with others; shares knowledge, experience and information and supports others in the pursuit of team goals

  • demonstrates specialist knowledge and expertise in own area and participates in continuous development

  • communicates in a clear, precise and structured way; speaks with authority and conviction; presents effectively

Education:

  • Higher education/ university degree in humanitarian studies/ international affairs/ political science (can be compensated by significant experience)

    Experience with:

  • Minimum 5 years of relevant work experience

  • Minimum 2 years of leadership experience

  • Field experience of at least 2 years in a humanitarian context

    Other skills:

  • fluent written and spoken English, – knowledge of Arabic is an asset

  • fully familiar with software applications- windows, spreadsheets, word processing, accounting packages

Reporting to:

Regional Representative MENA, based in Beirut

Position is based in:

Beirut – Family post

Contract:

24 months’ contract, possible with extension
