Norwegian Red Cross is a member of the world wide Red Cross Movement working in the fields of relief and assistance and the development of sister Red Cross Societies. Norwegian Red Cross has established regional and country representations, to ensure proximity to key partner Red Cross / Red Crescent Societies as well as donors and international partners.

In 2015, tropical storm Chedza caused vast destruction in Madagascar. Cyclones, floods, locust invasions and sea level rise leading to coastal erosion constitute the main hazards faced by communities in Madagascar, floods being the most important given its negative effect on both the local economy and on people's livelihoods. The consortium made up of Norwegian Red Cross (in lead of the action), Danish Red Cross and German Red Cross with Malagasy Red Cross as implementing partner seeks through this action to "Contribute to the reduction of negative impacts and the resilience of vulnerable communities to recurrent crisis and shocks" by way of, in collaboration with government agencies, supporting communities' ability to anticipate, reduce the impact of, respond to, cope with and recover from the effects of disasters and climate change and variability.

The overall purpose of this position is to provide project management and accountability support to Malagasy Red Cross for the implementation of a DRR project funded by ECHO, under the supervision of NorCross Country Manager.This position manages and performs key tasks, with an emphasis on optimal performance, timely action, and proactive systems development to assist the National Society of Madagascar. This position requires multiple field trips as the areas of intervention are dispatched around the country.

Main responsibilities:

  • Support Malagasy RC in all aspects of the planning, monitoring, implementation and reporting by working closely with the project team, especially the project manager according to ECHO requirements

  • Provide technical assistance and quality control to the overall project

  • Advise and support the National Society on the management of the funds and financial assets of the operation according to ECHO requirements

  • Facilitate relevant capacity building measures in DRR for Malagasy Red Cross, contributing to their organizational development as leading national humanitarian organization

  • Develop and/or contribute to the revision of tools, guidelines and associated methodologies for designing and implementing integrated DRR programs

  • Support the tracking of income and expenditures to ensure timely accountability of financial transactions

  • Support procurement process to be in line with ECHO requirements

  • Provide a monthly report of activities and a financial analysis

  • Ensure timely and quality reporting in line with Norcross/ECHO PMER requirements

  • Ensure timely and quality input to the project to meet Norcross donor requirements for reporting and ECHO requirements

  • Monitor the budgets, investigate and address significant variances

  • Ensure effective working relationships with the National Society and counterparts

  • Ensure effective working relationships with the partners in the consortium

  • Ensure Do No Harm approaches are considered in emergency operations in terms of risk management

Qualifications and Personal Skills we are looking for:

Education:

  • Masters degree in DRR, DRM or relevant related fields

Experience:

  • Minimum 5 years’ experience in management of DRR projects and relevant related fields

  • Extensive experience in the operational ,financial and administrative management of ECHO funded projects such as DIPECHO

  • Solid experience within an international organization

  • Experience in systems analysis and development

  • Red Cross/Red Crescent experience is a major asset

  • Experience in running projects in Madagascar preferred

Skills:

  • Analytical skills and solution oriented

  • Excellent communication skills

  • Demonstrated accountability

  • Ability to work well as part of a multicultural team

Languages:

  • Fluent in English and French
