Consultancy for review and development of the expanded Norwegian Red Cross Emergency Response training

The Norwegian Red Cross is seeking Expression of Interest from a qualified consultant to develop and review an expanded Emergency Response Unit (ERU) training to be held from 8 to 15 September 2019 in Norway. The training aims to strengthen and expand the Red Cross’ capacity to respond to sudden onset disasters and protracted crisis by having well prepared emergency response delegates who have technical and management competencies within public health, WASH, logistics and medical services for emergency response in complex environments.

The consultancy includes the development of a comprehensive training curriculum which covers each aspect of the ERU by revising existing technical training content/modules together with the Norwegian Red Cross technical experts and develop this into a scenario-based training package. The training package includes a training guidance describing the methodology and implementation of the training. The consultancy will also include the development of a training participant review and evaluation system based on existing competency frameworks.

The Norwegian Red Cross is seeking an expert with advanced skills in adult learning approaches and experience applying them to create engaging learning programs. The consultant needs to have experience in developing training curriculum and in leading and facilitating consultative processes with a multidisciplinary team developing training materials. Prior Red Cross experience is preferred.
