Organization: The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota with offices in Africa and the Middle East.
Helping Survivors Heal (HSH) is a capacity development activity funded by USAID. CVT collaborates with torture rehabilitation organizations across the world to support them in achieving their goals related to mental health treatment; organizational development; and monitoring, evaluation, and learning.
Timeline: The consultancy will begin 01 December 2021 and be completed by 30 September 2022, with a possibility for annual extensions through September 2026.
Project Description: CVT seeks a consultant to join a small team of technical advisors who will work with partner organizations to develop and/or strengthen their monitoring, evaluation, and learning systems in service of maximizing accessible and effective MHPSS (mental health and psychosocial support) programming.
During the first 5-6 months of the contract, the consultant will participate in project launch and planning work and assist CVT’s internal team with: partner organization selection; designing MEL activities and programming; designing eLearning modules in MEL topics; review of MEL plans and methods; development of assessment processes, tools, and measures; other MEL-related activities under the direction of the Program Manager and MEL Lead.
During the remainder of the contract, the consultant will implement the project plans, including remote organizational assessments in collaboration with CVT advisors from other technical areas (MHPSS, organizational development), utilizing the procedures and tools developed during the project planning phase; participatory planning for partner institutional strengthening based on the assessments; virtual meetings with partners; eLearning activities; and in-person planning, assessment, or capacity development visits to partners, if it is possible to do so safely given COVID-19 realities at the time.
Throughout the contract period, the consultant will be expected to attend and contribute to weekly CVT team meetings as well as various committees or work groups as assigned, which may also have regular meetings and deliverables. The consultant will be expected to produce, review, and collaborate on multiple deliverables yet to be determined, as the need arises throughout the project period.
It is expected that the above work will require a commitment of 25-30 hours per week on average, although due to project timelines and deadlines, the consultant may adjust the exact hours as needed to achieve specific tasks and functions as agreed.
Deliverables: Monthly reports summarizing hours and the nature of the work. Reports for any of the following activities, if the consultant participates: any in-person visits, any organizational assessments where the consultant was part of the assessment team, any other project-related trips or major expenses. These reports must all be provided in English.
Location: Must be able to travel internationally for up to 2 weeks at a time. If travel requires it, must be able to present valid COVID-19 vaccination credentials or adhere to entry and exit requirements for international travelers.

Academic and experiential qualifications:
Required education, experience, certificates, licenses or registrations:
10+ years’ experience in monitoring, evaluation, and learning of international development or humanitarian projects. Specific experience must include:
- Evaluation and research methods, including quantitative and qualitative approaches to design, data collection, and data analysis
- Conducting descriptive and bi-variate statistical tests
- Developing data collection tools and processes
- Developing organization level MEL systems in small- to mid-sized NGOs
- Basic data protection and ethical evaluation practice
Competencies (knowledge, skills and abilities):
- Sufficient understanding of human rights, health and mental health constructs to work with teams of practitioners in the development of population and context sensitive methods and measures
- Fluency in English
- Fluency in Arabic, French, or Spanish a plus
- Ability to conduct analyses using statistical software such as SPSS or SAS
- Excellent interpersonal, written and verbal communication skills and ability to communicate effectively with individuals at all level
- Working knowledge of Microsoft Office suite (Outlook, Word and Excel)
- Ability to travel to remote, politically unstable environments lacking in amenities
Preferred qualification:
- Post-secondary education in social science, evaluation, or relevant area with a strong emphasis on evaluation and/or research methods
