Health Delegate Syria ( and Lebanon)

The Norwegian Red Cross is part of the Red Cross Red Crescent (RCRC) Movement, the world’s largest humanitarian network with millions of volunteers and staff operating in 190 countries. Our mission is to alleviate human suffering, protect life and health, and uphold human dignity especially during armed conflicts and other emergencies. To achieve this, we follow the seven humanitarian principles; Humanity, Impartiality, Neutrality, Independence, Voluntary service, Unity and Universality.

The ability of National Society partners to respond adequately to needs of the affected population is an important strategic priority for the Norwegian Red Cross. Our strategic objective in Syria is to reduce the vulnerability of local communities and prevent loss of life. We support Syrian Arab Red Crescent (SARC) interventions in health, Water, Sanitation and Hygiene (WASH), relief and humanitarian aid operations and organisational development. Norwegian Red Cross is one of the largest Movement contributors in Syria and we have been a partner to SARC since 2013.

The purpose

The purpose of the Health Delegate is to support the achievement of health project objectives together with SARC through supporting and coordinating the design and implementation of projects in line with technical standards, field needs and best practices. Support to the Lebanese Red Cross (LRC) in health may also be needed although the primary priority is Syria.

Missions specific responsibilities:

  • Supports SARC health interventions - carries out needs assessments, quality assures project design, monitoring and evaluation plan, and provides advice throughout the project cycle.

  • Develops Norwegian Red Cross portfolio in primary healthcare including selection of new SARC health facilities to support.

  • Develops Norwegian Red Cross portfolio in community-based health and epidemic control.

  • Ensures integration of protection of health services in Health programming.

  • Ensures proper reporting on health activities.

  • Carries out regular field monitoring and technical assessments, provides recommendations and assistance on project improvements and follows up on their implementation in line with established project agreements and project plans.

  • Supports developing case studies amongst beneficiaries of health programs or volunteers

  • Ensures continuous coordination with movement partners on Norwegian Red Cross supported health projects

Main strategic responsibilities:

  • Ensure that Norwegian Red Cross supported projects in relevant disciplines are designed and implemented in line with established technical standards and project management methodologies.

  • Coach and support the Host National Society project teams in thematic frameworks and relevant technical standards and support the operationalization of those standards.

  • Contributes proactively with other technical personnel to Norwegian Red Cross global efforts to establish and operationalize technical standards in relevant areas.

Education:

  • University Degree in health-related discipline, preferably medical or public health.

Experience with:

  • managing humanitarian teams in complex humanitarian settings

  • implementing Health programs in challenging contexts.

  • drafting and writing reports on humanitarian project

Other skills:

  • English work proficiency is required; Arabic is a strong asset.

  • International driving licence (manual gear) is required.

Reporting to:

Country Programme Manager, based in Damascus, Syria

The position is based in:

Damascus and un-accompanied. The post holder might be placed in Lebanon for certain periods of time as needed.

Contract:

12 months’ contract, possible with an extension
