Norwegian Red Cross is looking for a Deputy Country Manager/Head of Operations for our programme in Ukraine. The role will be responsible for operational coordination with ICRC and the Red Cross movement, and lead the work of building our own team to be able to deliver humanitarian assistance to vulnerable people in need in Ukraine.
The role will also Deputise for the Country Programme Manager, and have a specific focus on Staff Care.
Strategic responsibilities:
- Ensure operational coordination between NorCross to the Red Cross Movement in Ukraine, connecting support and programe functions.
- Responsible for reporting on annual plans, liasing with RO and HO.
- Ensure relevant Staff Care systems are in place and follow up of Int. staff re. HR issues, incl being focal point towards HR in HO.
- Safety & Security: focal point and responsible for advice to CPM, who is over all responsible for Risk Management.
- Acting Country Programme Manager when CPM is out of country.
Operational responsibilities:
- Focal point and responsible for ensuring that all projects supported by the Norwegian Red Cross reports on progress through quarterly and yearly reports, and complies with established deadlines.
- Ensures reliable data and information collection from all projects in accordance with Norwegian Red Cross results framework and drafts yearly results reports.
- Ensures that Field Security Rules and Regulations for Norwegian Red Cross are updated and understood, and oversees their compliance
- Acquires fluency in the understanding and of Norwegian Red Cross work processes and digital tools.
Collaboration:
- Engage with the Regional Finance Manager and the Regional Programme Manager at Regional Office, to ensure consistent accountability towards Norwegian Red Cross rules and regulations, guidelines and deadlines.
- Regular communication with colleagues at the Programme Support Team, and Regional Team members at the Finance and Grants Unit and International Human Resources Unit.
- Facilitate and plan for country visits by colleagues from National and Regional offices.
- Liaise with National Office (HQ) Security advisor in accordance with rules and regulations.
Formal competence:
- University Degree.
- Working experience relevant for focus.
Skills and knowledge:
- Proven ability to manage teams and programmes in challenging contexts.
- Excellent communication and writing skills.
- Successful track-record of donor applications and reporting on projects with measurable results.
- Fluency in English is required, regional language would be an advantage.
